Hazelton Avenue <br />Stockton, CA 95205 <br />STAFF REVIEW OF TANK REMOVAL, DAMERON HOSPITAL (T10000023400), <br />525 ACACIA STREET, STOCKTON, SAN JOAQUIN COUNTY <br />Central Valley Regional Water Quality Control Board staff (Staff) has reviewed the <br />17 May 2025 RE: Soil Sampling, Underground Storage Tank Closure – Dameron <br />Hospital (Tank Closure Report) documenting the removal of one 6,000-gallon double- <br />walled underground storage tank (UST) and closure of associated product piping at 525 <br />Acacia Street in Stockton (Site). The Tank Closure Report was submitted by Fourt <br />Consulting Group (Fourt) on behalf of the owner of the tank: Dameron Hospital <br />(prepared for Martin Thorpe, Jim Thorpe Oil Company, Inc. [Jim Thorpe Oil]). <br />On 16 April 2025, Fourt oversaw Jim Thorpe Oil remove the 6,000-gallon double-walled <br />UST containing red diesel. The UST contained untaxed red diesel for use by the <br />hospital emergency backup generators. Jim Thorpe Oil abandoned the product piping <br />in-place by backfilling the piping with cement slurry and caping the cut piping with steel <br />plugs. Confirmation soil samples were collected from the former UST pit (UST-1, -2, -5, <br />-6), the soil stockpile (UST-3, -4), and along the product pipeline (P-1, -2, -3). Pipeline <br />samples were collected about every 15 feet from the UST invert. The UST piping runs <br />under the driveway for the ambulance bay and runs parallel to multiple utilities serving <br />the hospital. Fourt collected pipeline soil samples at 20 inches below ground surface <br />(bgs), 36 inches bgs, and 42 inches bgs due to lithology refusal or suspected utility <br />impact. In the Tank Closure Report, Fourt presents the 1988 UST construction plans <br />that indicate the UST pipeline was installed at the base of 18 inches of compacted fill; <br />sitting on top of a native gray plastic clay. Confirmation soil samples contained a de <br />minimis amount of petroleum. <br />Staff compared available case data to the State Water Resources Control Board’s Low- <br />Threat Underground Storage Tank Case Closure Policy. Staff determined that additional <br />environmental investigation is not warranted at this time because the data indicate a low <br />risk to human health and groundwater.
