A copy of the most recent training performed was on 6/16/23. REGULATION GUIDANCE: The designated operator shall train facility employees in the proper operation and maintenance of the UST system at least once every 12 months. The training shall be conducted before the individual performs the duties of a facility employees. The training shall include, but is not limited to: 1. Operation of the UST system in a manner consistent with the facility's best management practices 2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan 3. Employee's role with regard to spills and overfills as specified in the facility's response plan 4. Name of the contact person(s)for emergencies and monitoring equipment alarms Initial training shall also include a site-specific practical demonstration that provides both sharing information and evaluating knowledge for responding to emergencies, leak detection, monitoring alarms, spills and overfills. At least one of the facility employees present during operating hours shall have current training. CORRECTIVE ACTION: Ensure that employees have been trained by the designated operator, maintain the list on site, and submit a copy of the training records to the EHD. This is a Repeat (Class 2)Violation. 59 CA Code of Regulations 2712(b)(1-2) 2030001 - Records of release detection monitoring and maintenance properly maintained (TCR 9d) OBSERVATION: Maintenance and monitoring records for the last three years were not found on site. - 5/25/22 Monitoring System Certification and Spill Container - 5/30/24 Monitoring System Certification, Spill Container, Overfill Prevention, and Secondary Containment REGULATION GUIDANCE: These records shall be maintained on site for at least three years. Monitoring records include: (1) date and time of all monitoring or sampling; (2) monitoring equipment calibration and maintenance records; (3) results of any visual observations; (4) results of sample analysis performed a lab or in the field; (5) logs of all readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6) results of inventory readings and reconciliations. CORRECTIVE ACTION: Immediately locate and maintain all missing maintenance and monitoring records for the last three years on site. Submit copies of any missing work orders and alarm records to the EHD. This is a Repeat (Class 2)Violation. 67 CA Code of Regulations 2712(i) 2030078- Owner/Operator retained a paper or electronic copy of the permit to operate at the facility OBSERVATION: A current copy of the UST operating permit was not found on site. The most recent permit on site was dated 2022. REGULATION GUIDANCE: A copy of the UST operating permit and all attachments and conditions shall be retained at the facility. CORRECTIVE ACTION: Immediately obtain a copy of the 2025 permit and retain it on site. This is a Repeat (Class 2)Violation. 69 CA Code of Regulations 2712(i) 2030033-A current UST monitoring plan has been submitted and is readily accessible at the facility OBSERVATION: An approved copy of the monitoring plans were not available for inspection. REGULATION GUIDANCE: A copy of these plans shall be accessible on site at all times. CORRECTIVE ACTION: Immediately locate and retain a copy on site. This is a Repeat (Class 2)Violation.
