Aboveground Petroleum Storage Act Program Inspection Report <br />Date: <br />August 08, 2025 <br />Facility Address: <br />4520 S HWY 99, STOCKTONSAIA LTL - SCA <br />Facility Name: <br />Environmental Health Department <br />32 Code of Fed Regulations 112.7(f)(3) 4020002 - Spill prevention briefings are conducted annually <br />OBSERVATION: Section 7.2, "Spill Prevention Briefings" in the SPCC Plan states that the Regional Safety Manager (or <br />their designee) must conduct spill prevention briefings for operating personnel for new employees upon their arrival, <br />whenever new equipment is installed and at least once per year. Forms to document the annual spill prevention briefings <br />are included in the back of the SPCC Plan. The facility could not provide any records of annual spill prevention briefings <br />during the inspection. Failure to conduct spill prevention briefing for oil-handling personnel at least once a year to assure <br />adequate understanding of the SPCC Plan, including: <br />1. Known discharges or failures. <br />2. Malfunctioning components. <br />3. Any recently developed precautionary measures. <br />REGULATION GUIDANCE: (f)(3) Schedule and conduct discharge prevention briefings for your oil-handling personnel at <br />least once a year to assure adequate understanding of the SPCC Plan for that facility. Such briefings must highlight and <br />describe known discharges as described in § 112.1(b) or failures, malfunctioning components, and any recently <br />developed precautionary measures. <br />CORRECTIVE ACTION: Discharge prevention briefings for oil handling personnel must be scheduled and conducted at <br />least once a year to assure adequate understanding of the SPCC Plan for that facility. Conduct all required spill <br />prevention briefings. Provide compliance verification to the EHD. <br />This is a (Minor) Violation. <br />33 Code of Fed Regulations 112.7(g) 4010024 - SPCC addresses security measures-lighting, access to handling/storage, <br />valves/pumps/transfer equip <br />OBSERVATION: The Spill Prevention, Control, and Countermeasure (SPCC) Plan did not include a discussion of all <br />required security measures. <br />-The SPCC Plan does not address the appropriateness of security lighting to both prevent acts of vandalism and assist in <br />the discovery of oil discharges. <br />REGULATION GUIDANCE: (g) Describe in your Plan how you secure and control access to the oil handling, processing <br />and storage areas; secure master flow and drain valves; prevent unauthorized access to starter controls on oil pumps; <br />secure out-of-service and loading/unloading connections of oil pipelines; and address the appropriateness of security <br />lighting to both prevent acts of vandalism and assist in the discovery of oil discharges. <br />CORRECTIVE ACTION: Ensure that the SPCC plan adequately addresses the following security measures: security <br />lighting. Provide proof of correction to the EHD. <br />This is a (Class 2) Violation. <br />55 Code of Fed Regulations 112.7(e), 112.8(c)(6) 4030014 - Tanks inspected and tested by qualified person in <br />accordance with industry standards <br />OBSERVATION: Facility failed to ensure that tanks are inspected and tested by an appropriately qualified person in <br />accordance with industry standards. <br />-The SPCC Plan states in the Quick Reference Sheet and in section 15.0, "Summary and Recommendations", that due <br />to the unknown age of AST-1, a formal STI SP001 Certified external inspection by an STI-certified inspector should occur <br />within 6 months of the adoption the plan. The plan is dated October 2024. The facility could not provide a record of the <br />formal integrity test during the inspection. <br />REGULATION GUIDANCE: 112.8(c)(6) Test or inspect each aboveground container for integrity on a regular schedule <br />and whenever you make material repairs. <br />CORRECTIVE ACTION: Immediately ensure that all tanks are inspected and tested by an appropriately qualified person <br />in accordance with industry standards. Submit proof of correction/ test results to the EHD. <br />This is a (Class 2) Violation. <br />1868 E.
