Environmental Health Department <br />CP22 - HMBP Inspection Report <br />Date: <br />February 19, 2025 <br /> Facility Address: <br /> 2720 Wilcox RD, Stockton <br /> Facility Name: <br /> California Highway Patrol - Stockton <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />- loading areas for the ASTs (gasoline, diesel, used oil) <br />- entry and access points (doors to buildings/auto shop, gates) <br />REGULATION GUIDANCE: Site map that contains north orientation, adjacent streets, access and exit points, <br />evacuation staging areas, hazardous material handling and storage areas, emergency response equipment, and, if <br />present, loading areas, internal roads, storm and sewer drains, and emergency shutoffs , as well as additional map <br />requirements the governing body of the unified program agency finds necessary. <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is a repeat violation (Class 2) Violation. <br />CA Health and Safety Code 25505(a)(3) 1010010 - Electronically submitted adequate response plan/procedures for <br />release/threatened release of hazmat. <br />OBSERVATION: The emergency response(ER) procedures were lacking or inadequate. <br />The Emergency Response / Contingency Plan is missing: <br />- CUPA phone number <br />- location of emergency equipment (Section G) <br />The Emergency Action Plan on site : <br />- has the incorrect phone number for Environmental Health <br />REGULATION GUIDANCE: A business plan shall include the following emergency response procedures for a release <br />or threatened release of hazardous materials, including, but not limited to, the following: - immediate notification of <br />local emergency personnel and the Environmental Health Department (EHD) - procedures for the mitigation of a <br />release or threatened release to minimize any potential harm or damage to persons, property, or the environment - <br />evacuation plans and procedures, including immediate notice, for the site <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. The EHD <br />(CUPA) phone number is (209) 468-3420. <br />This is (Class 2) Violation. <br /> 12 <br />Overall Inspection Comments: <br />Routine HMBP Inspection <br />Conducted a Hazardous Materials Business Plan (HMBP) inspection.
