SANsJOAQUIN Environmental Health Department COUNTY Underground Storage Tank Program Inspection Report Facility Name: Facility Address: Date: Harnev Lane 76 1141 E HARNEY LN, LODI TJuly 17, 2025 55 CA Code of Regulations 2716(f) 2010004 - Copies of DO inspections for last 12 months maintained, 36 months for those after 10/1/18 (TCR 12) OBSERVATION: The 2022, 2023 and 2024 designated operator inspection reports were not found on site. the January and February DO reports were missing for 2025. REGULATION GUIDANCE: Designated operator inspection reports prior to October 1, 2018 shall be retained on site for twelve months. Designated operator inspection reports on or after October 1, 2018 shall be retained on site for thirty-six months. CORRECTIVE ACTION: Locate and ensure that copies of the previous thirty-six months of designated operator inspection reports are maintained on site. Submit copies of the missing reports to the EHD. This is a (Minor)Violation. 57 CA Code of Regulations 2715(c) 2030012 - Initial and annual training provided to employees and at least one trained employee is present OBSERVATION: The designated operator employee trainings were not observed onsite. REGULATION GUIDANCE: The designated operator shall train facility employees in the proper operation and maintenance of the UST system at least once every 12 months. The training shall be conducted before the individual performs the duties of a facility employees. The training shall include, but is not limited to: 1. Operation of the UST system in a manner consistent with the facility's best management practices 2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan 3. Employee's role with regard to spills and overfills as specified in the facility's response plan 4. Name of the contact person(s)for emergencies and monitoring equipment alarms Initial training shall also include a site-specific practical demonstration that provides both sharing information and evaluating knowledge for responding to emergencies, leak detection, monitoring alarms, spills and overfills. At least one of the facility employees present during operating hours shall have current training. CORRECTIVE ACTION: Ensure that employees have been trained by the designated operator, maintain the list on site, and submit a copy of the training records to the EHD. This is a Repeat(Class 2)Violation. 59 CA Code of Regulations 2712(b)(1-2) 2030001 - Records of release detection monitoring and maintenance properly maintained (TCR 9d) OBSERVATION: Maintenance and monitoring records for the last three years were not found on site. The following records were not observed: - Monitoring System Certification test results for 2022, 2023, and 2024. - Overfill Prevention Equipment test results performed on 2/20/2025 REGULATION GUIDANCE: These records shall be maintained on site for at least three years. Monitoring records include: (1) date and time of all monitoring or sampling; (2) monitoring equipment calibration and maintenance records; (3) results of any visual observations; (4) results of sample analysis performed a lab or in the field; (5) logs of all readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6) results of inventory readings and reconciliations. CORRECTIVE ACTION: Immediately locate and maintain all missing maintenance and monitoring records for the last three years on site.
