The most recent financial <br /> responsibility documents in CERS are dated 1/24/24. <br /> REGULATION GUIDANCE: Current financial responsibility documents are required to be submitted annually. <br /> CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/, and upload the required documents. <br /> ----------------------------------------------------------------------------------------- <br /> OBSERVATION: Current financial responsibility documents were not found on site. <br /> REGULATION GUIDANCE: A copy of current financial responsibility documents are required to be maintained on site. <br /> CORRECTIVE ACTION: Immediately obtain a copy of the facility's financial responsibility documents and maintain a <br /> copy on site. <br /> This is a Repeat(Class 2)Violation. <br /> 56 2716(a-e) 2030013- DO inspections completed at least every 30 days and meet all requirements (TCR 12) <br /> OBSERVATION: The designated operator inspections were performed more than 30 days after the previous inspection: <br /> - Initial inspection on 1/13/25, next inspection performed on 2/13/25 (31 days) <br /> - Initial inspection on 5/9/25, next inspection performed on 6/9/25 (31 days) <br /> REGULATION GUIDANCE: The designated operator visual inspections shall be conducted within 30 days or less of the <br /> previous inspection. <br /> CORRECTIVE ACTION: Ensure that all designated operator inspections are performed within the required time frames. <br /> ----------------------------------------- <br /> Additional information for this section will be found at the end of the report. <br /> This is a Repeat(Class 2)Violation. <br /> 59 2712(b)(1-2) 2030001 - Records of release detection monitoring and maintenance properly maintained (TCR 9d) <br /> OBSERVATION: Maintenance and monitoring records for the last three years were not found on site. <br /> - 12/13/24 Monitoring System Certification test results for the L4 sensor repair <br /> - 11/21/24 annual Monitoring System Certification and Spill Containment test results <br /> - 3/1/24 Overfill Prevention test results <br /> -9/24/25 Secondary Containment test results <br /> REGULATION GUIDANCE: These records shall be maintained on site for at least three years. Monitoring records <br /> include: (1)date and time of all monitoring or sampling; (2) monitoring equipment calibration and maintenance records; <br /> (3) results of any visual observations; (4) results of sample analysis performed a lab or in the field; (5) logs of all readings <br /> of gauges or other monitoring equipment, ground water elevations, or other test results; (6) results of inventory readings <br /> and reconciliations. <br /> CORRECTIVE ACTION: Immediately locate and maintain all missing maintenance and monitoring records for the last <br /> three years on site.
