The floats and chains were <br /> observed to be located in UDC's 1/2 and 3/4. <br /> -The monitoring plan states that the 208 sensors were located in UDC's 1/2 and 3/4. The 208 sensors were observed to <br /> be located in UDC's 5/6 and 7/8. <br /> REGULATION GUIDANCE: The monitoring plan must be uploaded to the California Environmental Reporting System <br /> (CERS). <br /> CORRECTIVE ACTION: Immediately log into CERS, make the necessary changes, and submit for review by the EHD. <br /> This is a Repeat (Class 2)Violation. <br /> 7 CA Code of Regulations 2715(a)(1)(B), 2715(a)(3) 2010003- Owner/Operator submitted DO form and/or informed the <br /> CUPA of any change(s)within 30 days (TCR 10) <br /> OBSERVATION: A new designated operator, David Winkler, began conducting inspections on 3/5/25 and notification <br /> was not provided to the EHD within 30 days of the change. <br /> REGULATION GUIDANCE: The owner or operator shall submit a "Designated Underground Storage Tank Operator <br /> Identification Form" no later than 30 days after any change in the designated UST operator(s). <br /> CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov and upload the notification identifying all the designated operators for this facility. <br /> This is a Repeat (Class 2)Violation. <br /> 53 CA Health and Safety Code 25292.2; CCR 2711(a)(11) 2010007- Submitted/maintained current Cert of Financial <br /> Responsibility/mech of financial assurance (TCR 11) <br /> OBSERVATION: Current financial responsibility documents (dated 5/7/25)were not found on site. <br /> REGULATION GUIDANCE: A copy of current financial responsibility documents are required to be maintained on site. <br /> CORRECTIVE ACTION: Immediately obtain a copy of the facility's financial responsibility documents and maintain a <br /> copy on site. <br /> This is a Repeat (Class 2)Violation. <br /> 56 CA Code of Regulations 2716(a-e) 2030013 - DO inspections completed at least every 30 days and meet all <br /> requirements (TCR 12) <br /> OBSERVATION: Designated operator reports were not signed within the required time frame. <br /> -The 7/9/24, 8/1/24, and 8/28/24 designated operator reports were not signed by the owner/operator. <br /> REGULATORY GUIDANCE: Within 48 hours of the completion of the designated UST operator visual inspection, the <br /> designated operator shall sign and provide the owner or operator with a copy of the inspection report.
