SAN J OAQ U I N Environmental Health Department <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> TESORO (SPEEDWAY)#68150 113975 E HWY 88, LOCKEFORD I August 29, 2025 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I, CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 66 CA Code of Regulations 2712(b)(6) 2010008 - Monitoring, maintenance, repairs, linings, and upgrade records <br /> maintained for life of UST <br /> OBSERVATION: Records of repairs, linings, and upgrades for the UST system were not found on site. <br /> - On 9/12/2024 the monitoring panel was upgraded from TLS-350 to TLS-450 and all leak detectors were replaced. <br /> Additionally, a permit SR2400221 was obtained from EHD to conduct the upgrade/replacement. While on site, a work <br /> order was not available detailing this work that was done. <br /> REGULATION GUIDANCE: These records shall be kept on site for the life of the tank. <br /> CORRECTIVE ACTION: Immediately locate and maintain these records on site and submit copies to the EHD. <br /> This is a (Minor)Violation. <br /> Overall Inspection Comments <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, <br /> by September 28, 2025. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of <br /> having them sign. Starting July 1, 2025, all in-office CERS help will be provided at the EHD hourly rate ($179).
