Environmental Health Department <br />CP22 - Tiered Permitting PBR Inspection Report <br />Date: <br />February 18, 2025 <br /> Facility Address: <br /> 3437 S AIRPORT WAY, STOCKTON <br /> Facility Name: <br /> APPLIED AEROSPACE STRUCTURES CORP <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />-The new chrome treatment tank chemical compatibility findings and the secondary containment findings do not have <br />PE initials. <br />-Discrepancies between the PE inspection notes and the final tank assessment were observed, indicating two different <br />tanks were assessed between the two documents. <br />-The UTG readings and capacity listed were different for the chrome treatment tank between the two documents . <br />-The listed capacities of the decanting tank and polymer mix tank were different for the chrome treatment tank . <br />-Hazardous characteristics for the chrome treatment tank, decanting tank and filter press were not observed in the <br />final tank assessment. <br />REGULATION GUIDANCE: Title 22 California Code of Regulations section 66265.191 <br />CORRECTIVE ACTION: Have a qualified Professional Engineer update the tank assessment and add the missing <br />sections. Provide a corrective action statement and supporting documentation to the San Joaquin County <br />Environmental Health Department (EHD) within 30 days. Provide a copy of the updated assessment, when available. <br />This is (Class 2) Violation. <br />CA Code of Regulations 67450.3(c)(8) 3210010 - Documents for operating a FTU are maintained onsite. <br />OBSERVATION: All documents for operating a fixed treatment unit (FTU) were not maintained onsite. The hazardous <br />waste task responsibility summary table observed during the inspection listed maintenance workers as primary <br />personnel that interact with duties associated with the treatment system such as responding to spills. Treatment <br />training was not observed for the maintenance personnel. <br />REGULATION GUIDANCE: Maintain the documents specified below at the facility where the FTU is operating. The <br />owner or operator shall make these documents available upon demand at the facility to the San Joaquin County <br />Environmental Health Department (EHD). A copy of these documents shall be delivered in person or by certified mail <br />with return receipt requested to the EHD when requested in writing by the EHD. The request from the EHD shall <br />specify the documents which are required, where and how to submit the required documents and the date by which <br />the documents shall be submitted. The documents include: Training documents as specified in section 66265.16(d) <br />(3). <br />CORRECTIVE ACTIONS: Generate and provide a copy of the required documents to the EHD. The documents are <br />:training documents as specified in section 66265.16(d)(3). Provide a corrective action statement and supporting <br />documentation to the EHD within 30 days. <br />This is a repeat violation (Class 2) Violation. <br /> 19 <br />CA Code of Regulations 67450.3(c)(8-9) 3230087 - Written waste analysis plan complied with and records maintained <br />for 3 years. <br />OBSERVATION: The facility was not ablet to provide a waste analysis plan for their waste streams, including: <br />-The facility operates a series of dip tanks in the cleaning center, one of which is an aluminum deoxidizer rinse tank <br />with an ion exchange filtration system. The facility stated that the filtration system is used to treat and convert the <br />tank liquid into deionized water. Per the facility, the ion exchange filtration process generates filter waste and <br />deionized water. The filter waste is disposed of as hazardous waste due to chromium content and the deionized water <br />is returned to the aluminum deoxidizer rinse tank.
