SAMPLING AND ANALYSIS PLAN <br />Compost facility monitoring and sampling for the Forward Landfill located within the Central Valley <br />RWQCB Region was conducted by Del-Tech geotechnical support services (Del-Tech), in <br />accordance with Attachment B - Monitoring and Reporting Program (MRP) specified in the General <br />Waste Discharge Requirements (WDR) for Commercial Composting Operations State Water <br />Resources Control Board Order WQ 2020-0012-DWQ (General Order) set forth by State Water <br />Resources Control Board. This sampling and analysis plan describes the methods and procedures <br />used to collect water quality samples at the Forward Landfill. <br />Laboratory Analytical Methods <br />Chemical analyses were performed by Pace Analytical, a state-certified laboratory. Detention pond <br />samples were analyzed for the list of parameters summarized in Table 1, which also presents the <br />laboratory analytical methods used during the sampling event. Copies of the certificates of <br />analyses and Chain-of-Custody records for the samples collected this quarter are included with <br />the analytical reports in Appendix E. <br />Well Purging and Sampling <br />The following sampling protocols listed below were generally followed during groundwater <br />sampling operations: <br />Upon arrival at the wellhead, each monitoring point was inspected for evidence of tampering <br />and/or vandalism, and the well identification (I.D.) was recorded. <br />The water level was measured directly using a weighted water-level indicator (sounder) to <br />an accuracy of 0.01 foot. Prior to measuring the water level, the sounder was <br />decontaminated using an Alconox® soap solution, followed by two rinses with deionized water. The <br />wells were then sounded and the initial water level and the total depth of the well (if obtainable) were <br />recorded on a Well Data Sheet. <br />Detention Pond Sampling <br />Detention pond sampling is performed by submerging laboratory-supplied sample containers or a <br />decontaminated sampling dipper into the surface water channel at the designated sampling <br />stations. At the time of sampling, a YSI 3560 Water Quality Meter ® (or equivalent) was used to <br />measure field parameters (EC, pH, temperature, and turbidity) and recorded on a Well Data Sheet. <br /> <br />Sample Collection and Handling <br />Each sample was collected in approved laboratory supplied sample containers filled completely <br />and immediately capped, labeled, and placed in a cooler with ice. <br />Collected samples, were placed immediately in an ice-filled cooler for transport to the state-certified <br />testing laboratory. Samples were kept chilled (at about 4C) until delivery.
