27 December 2018 <br />Don Litchfield <br />Environmental Manager <br />Republic Services <br />9999 South Austin Road <br />Manteca, CA 95336 <br />REVIEW OF WORKPLAN FOR WELL INSTALLATION AND HYDRAULIC TESTINGNG, <br />FORWARD INC. AND REPUBLIC SERVICES, FORWARD LANDFILL, SAN JOAQUIN <br />COUNTY <br />Forward Inc., a subsidiary of Republic Services (Discharger) owns and operates the Forward <br />Landfill in San Joaquin County. Waste disposal operations, landfill closure,implementation of <br />corrective actions and groundwater remediation at the Forward Landfill is regulated by Waste <br />Discharge Requirements (WDRs) Order R5-2003-0080,R5R5-2014-0006 and Cleanup and <br />Abatement Order (CAO) R5-2017-0703. <br />Regional Board staff has reviewed the Workplan For Well Installation and Hydraulic Testing at <br />the Forward Landfill (Workplan)submitted on 17 November 2018.The Workplan proposes to <br />install two grgroundwater monitoring wells and perform hydraulic testing (shutdown test, step- <br />drawdown test, constant rate pumping test)to assess aquifer characteristics and hydraulic <br />control/capture from the existing groundwater extraction system at the northwest section of the <br />Austin Road Unit of the Forward Landfill.The proposed work is scheduled to begin on <br />14 January 2019. <br />The tasks proposed in the Workplan are generally acceptable. However, some details <br />regarding monitoring well installation/construction and the aquifer test were omitted from the <br />workplan. Therefore,prior to implementing the workplan, please review the conditions below <br />and submit a statement accepting the conditions along with a proposed monitoring well <br />construction diagram, no later than 10 JaJanuary 2019. <br />Monitoring Well Construction: <br />•Soil Borings for the proposed groundwater monitoring wells must be logged in <br />accordance with §20415 E.2.a of Title 27, which requires soils to be logged and <br />described in accordance with ASTM Designation “D2488.” <br />•Prior to well construction,the aquifer material should be sieved to verify the <br />appropriateness of the pre-selected well screen slot size and toto provide informationon <br />necessary for designing and constructing additional groundwater extraction wells at the <br />lolocation.
