Within the UDCs many of the atmospheric manometers did not have any brine. Per the service tech, the STP <br />sumps and Fill sumps did not have enough brine. The service tech did not have brine on hand, therefore he was unable <br />to correct the violation on site. <br />REGULATION GUIDANCE: All monitoring equipment shall be installed, calibrated, operated, and maintained in <br />accordance with manufacturer's instructions, and certified for operability, proper operating condition, and proper <br />calibration. Immediately contact a properly licensed and certified contractor to ensure all sumps contain adequate levels <br />of brine per manufacturer's instructions. <br />CORRECTIVE ACTION: Ensure that all leak detection equipment is properly programmed and maintained at all times <br />and provide proof to EHD. <br />This is a (Class 2) Violation. <br />56 <br />CA Code of Regulations 2716(a -e) 2030013 - DO inspections completed at least every 30 days and meet all <br />requirements (TCR 12) <br />OBSERVATION: The only Designated Operator Visual Inspection Report available for review was from 10/31/2024, 350 <br />days ago. <br />REGULATION GUIDANCE: The designated operator visual inspections shall be conducted within 30 days or less of the <br />previous inspection. <br />CORRECTIVE ACTION: Ensure that all designated operator inspections are performed within the required time frames. <br />This is a Repeat (Class 2) Violation. <br />72 <br />CA Code of Regulations 2712 2030039 - Compliance with all operating permit requirements <br />OBSERVATION: The s17: Regular Product Vacuum Sensor was replaced on 9/23/2025 and a permit was not obtained <br />from the EHD. <br />- A sensor replacement that is like for like requires a "UST Retrofit - No Fee Permit", where certain conditions need to be <br />met. For this replacement that was done on 9/23/2025, the conditions were not met. <br />REGULATION GUIDANCE: Emergency repairs relating to UST system monitoring and release detection may be <br />performed by a properly licensed, trained, and certified contractor pursuant to the EHD's policy and a permit obtained <br />within one business day from the EHD. All other repairs must have a permit submitted to and approved by the EHD prior <br />to beginning work. <br />CORRECTIVE ACTION: Immediately obtain a permit from the EHD for the replaced s17 sensor.
