SANsJOAQUIN Environmental Health Department <br /> COUNTY <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> LODI MUNI SERVICE CENTER 11331 S HAM LN, LODI TSeptember 04, 2025 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I, CLASS II, or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 50 CA Code of Regulations 2635, 2637.1, 2665, 2712 2060020 - Spill buckets meet requirements, have been tested as <br /> required, and records kept for 36 mths (TCR 9a) <br /> OBSERVATION: The 87 grade (2,000-gallon tank) direct-bury spill container failed when tested. <br /> REGULATION GUIDANCE: All spill containers shall have a minimum capacity of five gallons and be capable of <br /> containing a spill or overfill until it is detected or cleaned up. <br /> CORRECTIVE ACTION: Immediately discontinue deposition of petroleum into this tank until the component is repaired or <br /> replaced by a properly licensed, trained, and certified contractor under permit and inspection of the EHD. If the spill <br /> container can't be replaced immediately, there is a possibility that the 87 grade (2,000-gallon tank) UST system may be <br /> red tagged to prevent fuel inputs. <br /> This is a (Class 2)Violation. <br /> 56 CA Code of Regulations 2716(a-e) 2030013 - DO inspections completed at least every 30 days and meet all <br /> requirements (TCR 12) <br /> OBSERVATION: The designated operator failed to check and note the correct test dates for the Overfill Prevention <br /> Equipment on the designated operator inspection reports. The date listed incorrectly is 09/11/2023. The correct date is <br /> 09/11/2024. <br /> REGULATION GUIDANCE: During the inspection, the designated operator shall check that all required testing and <br /> maintenance for the UST system have been completed and document the dates they were done. <br /> CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are including all of the <br /> required information on the reports. <br /> This is a (Minor)Violation. <br /> Overall Inspection Comments <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, <br /> by October 4, 2025. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of <br /> having them sign. Starting July 1, 2025, all in-office CERS help will be provided at EHD hourly rate ($179).
