SAW dOAQUIN Environmental Health Department <br /> COUNT <br /> CP22 - UST FULL Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SAFEWAY FUEL CENTER#0055 19533 S MOUNTAIN HOUSE PKWY MOUNTAIN September 18 2025 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> This is (Minor)Violation. <br /> - CA Health and Safety Code 25290.1(c3), 25290.2(c3)2030008-Secondary containment installed after July 1, 2003 is <br /> free of water. <br /> OBSERVATION:Water was found in the Diesel STP sump. <br /> REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the <br /> system by precipitation, infiltration, or surface runoff. <br /> CORRECTIVE ACTION: Immediately remove this liquid, make a hazardous waste determination per Title 22 hazardous <br /> waste regulations, and manage accordingly. Immediately contact a properly licensed, trained, and certified contractor <br /> to address the water intrusion into the Diesel STP sump under permit and inspection of the EHD, if needed. <br /> This is (Minor)Violation. <br /> 56 CA Code of Regulations 2716(a-e)2030013-DO inspections completed at least every 30 days and meet all <br /> requirements(TCR 12). <br /> OBSERVATION:The designated operator inspections for the following months were performed more than 30 days after <br /> the previous inspection: - Initial inspection on 1/7/2025, next inspection performed on 2/26/2025 (50 days). <br /> REGULATION GUIDANCE: The designated operator visual inspections shall be conducted within 30 days or less of <br /> the previous inspection. <br /> CORRECTIVE ACTION: Ensure that all designated operator inspections are performed within the required time frames. <br /> -------------- <br /> OBSERVATION:The designated operator failed to document all the alarms from the attached alarm history on the <br /> February 2025 designated operator inspection report and failed to check that they were responded to appropriately. <br /> The missing alarms include: L13: Dispenser 1-2, Liquid-Brine Dispenser Pan had a low liquid alarm on 1/21/2025 and <br /> 1/22/2025. <br /> REGULATION GUIDANCE: During the inspection, the designated operator shall review the alarm history since the <br /> previous inspection, check that each alarm was documented and responded to appropriately, and attach a copy of the <br /> alarm history with documentation taken in response to any alarms to the inspection report. <br /> CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are including all of the <br /> required information on the reports. <br /> This is a repeat violation (Class 2) Violation. <br /> 72 CA Code of Regulations 2712 2030039-Compliance with all operating permit requirements. <br /> OBSERVATION:The S14 Vacuum Sensor was repaired on 4/2/2025, notification to the EHD was provided on <br /> 4/11/2025.
