REGULATION GUIDANCE: All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. CORRECTIVE ACTION: The service technician adjusted the leak detector, retested it, and it passed. This was corrected on site. This is a Repeat(Class 2)Violation. 57 CA Code of Regulations 2715(c) 2030012 - Initial and annual training provided to employees and at least one trained employee is present OBSERVATION: The designated operator employee training for Hasina Nasir and Sunny Bhullar was not performed in 2023. Training certification forms from October 2022 and August 2024 were observed on site but the facility was not able to provide a training certification form for training conducted in 2023. Supervisor Hasina Nasir stated that the facility's designated operator usually provides the training but probably did not do so in 2023. REGULATION GUIDANCE: The designated operator shall train facility employees in the proper operation and maintenance of the UST system at least once every 12 months. The training shall be conducted before the individual performs the duties of a facility employees. The training shall include, but is not limited to: 1. Operation of the UST system in a manner consistent with the facility's best management practices 2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan 3. Employee's role with regard to spills and overfills as specified in the facility's response plan 4. Name of the contact person(s)for emergencies and monitoring equipment alarms Initial training shall also include a site-specific practical demonstration that provides both sharing information and evaluating knowledge for responding to emergencies, leak detection, monitoring alarms, spills and overfills. At least one of the facility employees present during operating hours shall have current training. CORRECTIVE ACTION: Ensure that employees have been trained by the designated operator, maintain the list on site, and submit a copy of the training records to the EHD. This is a Repeat(Class 2)Violation. 77 CA Code of Regulations 2712(f) 2030073- Facility has corrected cited violations within 30 days of receiving report OBSERVATION: An inspection was last done on 8/13/2024 and an inspection report was issued identifying information to be submitted to bring this site into compliance. This information was required to be submitted by 9/12/24. This information was received on 9/15/24, 3 days late. REGULATION GUIDANCE: An operator that receives an inspection report shall have 30 days to implement the corrections specified in the inspection report and comply with permit conditions. The corrective action shall include all of the recommendations made in the report. The operator shall submit a written response that includes a statement documenting corrective actions taken or proposing corrective actions which will be taken. CORRECTIVE ACTION: Ensure that a written response documenting corrective actions taken or proposed is submitted and all corrections implemented within 30 days of receiving an inspection report.
