SANsJOAQUIN Environmental Health Department <br /> COUNTY <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: TDate: <br /> Manteca Valero 1700 E YOSEMITE AVE, MANTECA Auqust 12, 2025 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I, CLASS II, or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 45 CA Code of Regulations 2636(f)(2) 2030025 - LLD on DW press piping monitors hrly, detects a 3.0 gph leak, and <br /> restricts/shuts off flow (TCR 9d) <br /> OBSERVATION: The 91 grade VMI line leak detector failed to detect a leak when tested. <br /> REGULATION GUIDANCE: All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. <br /> CORRECTIVE ACTION: The service technician adjusted the leak detector, retested it, and it passed. <br /> This was corrected on site. <br /> This is a Repeat(Class 2)Violation. <br /> 50 CA Code of Regulations 2635, 2637.1, 2665, 2712 2060020 - Spill buckets meet requirements, have been tested as <br /> required, and records kept for 36 mths (TCR 9a) <br /> OBSERVATION: The 91 grade direct-bury spill container failed when tested. <br /> REGULATION GUIDANCE: All spill containers shall have a minimum capacity of five gallons and be capable of <br /> containing a spill or overfill until it is detected or cleaned up. <br /> CORRECTIVE ACTION: The technician on site changed the fuel cap but the bucket failed again when retested. The <br /> technician then changed the adapter and retested the bucket and it passed. <br /> This was corrected on site. <br /> This is a (Class 2)Violation. <br /> 57 CA Code of Regulations 2715(c) 2030012 - Initial and annual training provided to employees and at least one trained <br /> employee is present <br /> OBSERVATION: The designated operator employee training for Hasina Nasir and Sunny Bhullar was not performed in <br /> 2023. Training certification forms from October 2022 and August 2024 were observed on site but the facility was not able <br /> to provide a training certification form for training conducted in 2023. Supervisor Hasina Nasir stated that the facility's <br /> designated operator usually provides the training but probably did not do so in 2023. <br /> REGULATION GUIDANCE: The designated operator shall train facility employees in the proper operation and <br /> maintenance of the UST system at least once every 12 months. The training shall be conducted before the individual <br /> performs the duties of a facility employees. The training shall include, but is not limited to: <br /> 1. Operation of the UST system in a manner consistent with the facility's best management practices <br /> 2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan <br /> 3. Employee's role with regard to spills and overfills as specified in the facility's response plan <br /> 4. Name of the contact person(s)for emergencies and monitoring equipment alarms Initial training shall also include a <br /> site-specific practical demonstration that provides both sharing information and evaluating knowledge for responding to <br /> emergencies, leak detection, monitoring alarms, spills and overfills. <br /> At least one of the facility employees present during operating hours shall have current training. <br /> CORRECTIVE ACTION: Ensure that employees have been trained by the designated operator, maintain the list on site, <br /> and submit a copy of the training records to the EHD. <br /> This is a Repeat(Class 2)Violation. <br /> EHD-CUPA Inspection Report IS02 Page 5 of 6 FA0003796 PR0231454 4536691 8/12/2025 <br /> 1868 E.
