Hazelton Avenue <br />Stockton, CA 95205the <br />RE: Development Projects Near the Former Coral Hollow Landfill and the Former City of Tracy Landfill <br />Dear Mr. Kang: <br />We are in receipt of your letter dated May 30, 2023. We take the concerns raised in your letter <br />very seriously and Haley & Aldrich, an expert in environmental safety, has been retained to evaluate the <br />testing data and provide a recommendation based upon their review of that scientific data. Following is a <br />history of the land approval and Environmental Impact Report process as well as Haley & Aldrich's <br />conclusions as to the safety of the Hillview and Tracy Hills properties. <br />First, the historyof the land useapproval process. During the land approval and Environmental Impact Report <br />process, which took place from roughly 2015 to 2021, the applicable county and city agencies reviewed the housing <br />plan in order to provide comments. No agency mentioned the potential risk of methane migration or made a <br />recommendation for either methane mitigation or monitoring. As a result, no such measures were required by <br />the City of Tracy as part of the land use approval and Environmental Impact Report process and homes have been <br />permitted, constructed, issued certificates of occupancy, and sold without them. In order to ensure that our <br />customers remain safe and to confirm that there is no evidence of methane migration, Haley & Aldrich was <br />retained to evaluate all of the available data about methane from the landfills based on methane testing originally <br />performed as part of the land development process, as well as the County's own data. According to Haley & <br />Aldrich's report', there is no data or evidence that there is a potential for methane migration and mitigation and <br />monitoring measures are not recommended. Also, the plain language of the regulation EHD cites in its letter does <br />not require mitigation or monitoring measures. Specifically: <br />• In May 2020, Haley & Aldrich was retained to conduct testing at 3070 Corral Hollow Road (aka City of Tracy <br />Landfill).
