SAN J0AQUIN Environmental Health Department <br /> COUNTY <br /> Aboveground Petroleum Storage Act Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> PANELLA TRUCKING LLC 15000 E FREMONT ST STOCKTON June 20 2025 <br /> 80 CA Health and Safety Code 25404(e)(4) 4010-Administration/Documentation - General <br /> OBSERVATION: A submission to the California Environmental Reporting System (CERS)for the Aboveground <br /> Petroleum Storage Act(APSA) program contains information that is not current. <br /> -The APSA submittal made on 3/27/2025 indicates that the "Total Aboveground Storage Capacity of Petroleum" is <br /> 80,000 gallons yet the SPCC plan indicates that there is 87,575 gallons. <br /> REGULATION GUIDANCE: 25404(e)(4) No later than three years after the statewide information management system is <br /> established, each CUPA, PA, and regulated business shall report program data electronically. The secretary shall work <br /> with the CUPAs to develop a phase-in schedule for the electronic collection and submittal of information to be included in <br /> the statewide information management system, giving first priority to information relating to those chemicals determined <br /> by the secretary to be of greatest concern. The secretary, in making this determination shall consult with the CUPAs, the <br /> California Emergency Management Agency, the State Fire Marshal, and the boards, departments, and offices within the <br /> California Environmental Protection Agency. <br /> CORRECTIVE ACTION: Beginning January 1, 2013, all businesses are required to submit all new (or any changes to <br /> existing)Aboveground Petroleum Storage Act (APSA) information online to the CERS at http://cers.calepa.ca.gov. <br /> Update the "Total Aboveground Storage Capacity of Petroleum" and submit proof of correction to the EHD. <br /> This is a (Minor)Violation. <br /> Overall Inspection Comments <br /> An inspection checklist was provided to the facility operator on the day of inspection 6/20/2025. <br /> A complete report was finished on 6/24/2025 and replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, <br /> within 30 days of receiving the complete inspection report. <br /> AFTER THE COMPLIANCE DATE, EHD WILL BILL FOR ALL TIME AND ACTIVITIES ASSOCIATED WITH BRINGING THIS <br /> FACILITY BACK INTO COMPLIANCE. <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> Received by: Date: June 20, 2025 Inspector: Inspector Phone: <br /> Printed Name and Title: Marla Lopez, EHS (209) 616-3064 <br /> Davis Winters, Risk Manager <br /> EHD-CUPA Inspection Report IS02 Page 7 of 7 FA0003907 PR0527046 4519005 6/24/2025 <br /> 1868 E.
