<br /> <br /> <br />North County Recycling Center and Sanitary Landfill Permit Revision Project <br />Final Initial Study/Mitigated Negative Declaration · San Joaquin County | May 2025 <br />5 <br /> <br />2.5 Existing General Plan Designation and Zoning District <br />General Plan Designation: General Agriculture (A/G) <br />Zoning District: General Agriculture (AG-40) <br />2.6 Surrounding Land Uses and Setting <br />The project site is immediately adjacent to East Harney Lane to the north, connected to the <br />facility’s access road. Surrounding land uses also include undeveloped agricultural parcels to the <br />south, east, north, and west of the project. Scattered structures, including residences, are also <br />within a mile of the project site. <br />3.0 PROJECT DESCRIPTION <br />3.1 Existing Setting <br />The project site is located at 17720 East Harney Lane, east of the City of Lodi. The site is located <br />less than a half mile south of East Harney Lane, connected via an access road that is the only <br />direct route to the facility. State Route 88 is approximately four miles to the west , and the center <br />of Lodi is approximately eight miles to the west. The project site has operated as a solid waste <br />disposal and transfer/processing facility since 1991. It currently operates from 7:00 am to 5:00 <br />pm, seven days per week. The overall topography of the project site is flat with elevations <br />ranging from approximately 110 to 120 feet above sea level. Adjacent land uses within 1,000 feet <br />of the facility consist primarily of agricultural land, including vineyards, pastures, field crops, and <br />fruit and nut orchards. There are also several structures, including residences, built on properties <br />which are within a half mile or more from the landfill. <br /> <br />According to the Storm Water Pollution Prevention Plan (SWPP), the facility operates under the <br />Standard Industrial Classification (SIC) code 4953 for “landfills, land application sites, and open <br />dumps”. It is a permitted Class III non-hazardous municipal solid waste landfill. The surface <br />drainage system consists of ditches, culverts, and drains designed to convey surface water runoff <br />and control erosion by reducing water velocities. The North County Landfill facility has two storm <br />water discharge points. An on-site sedimentation basin receives the majority of surface water <br />runoff from the landfill areas. Generally, water in the basin is retained for use on site, but when <br />filled, the basin will discharge water into a grassy swale that drains to the mitigation area in the <br />northern portion of the property. The sedimentation basin allows sediment and other pollutants <br />to settle before water is discharged to the mitigation area. The mitigation area was contoured <br />when the landfill was first constructed in 1992 to preserve wetlands in the landfill’s footprint. <br />Outside of the landfill, South Paddy Creek was an intermittent stream that crosses the mitigation <br />area north of the recycling center. The mitigation area holds most of the spill over from the <br />sedimentation basin and other on-site drainage and only discharges to Paddy Creek in extreme <br />events. Paddy Creek discharges into Bear Creek (approximately 2.8 miles southwest of the <br />facility) and is part of the Bear Creek watershed. Bear Creek ultimately discharges into <br />Disappointment Slough, which is tributary to the San Joaquin River and the California Delta. Due <br />to a culvert pipe which connects the eastern adjacent parcel and North County Landfill, there is <br />potential for run-on to enter the property from the east. However, grading of the east property <br />has reduced or eliminated the historic channel to the point that there is minimal potential for run <br />on from the east.
