The County shall <br />continue to enforce State and Federal noise laws regarding vehicle operation, <br />equipment, and building insulation. <br />SIGNIFICANCE CRITERIA <br />Implementation of the project would result in a significant impact related to noise and vibration <br />if it would: <br />1. Generate a substantial temporary or permanent increase in ambient noise levels in the <br />vicinity of the project in excess of standards established in the local general plan or <br />noise ordinance, or applicable standards of other agencies; <br />2. Generate excessive groundborne vibration or groundborne noise levels; or <br />3. For a project located within the vicinity of a private airstrip or an airport land use plan <br />or, where such a plan has not been adopted, within two miles of a public airport or <br />public use airport, expose people residing or working in the project area to excessive <br />noise levels. <br />The off-road equipment associated with the landfill facility operations is considered a stationary <br />noise source. The noise levels generated by additional off-road equipment at the project site <br />were evaluated using the noise standards for stationary sources established in San Joaquin <br />County noise ordinance chapter 9-404.040.(b), as presented in Table 4 above. In accordance <br />with the San Joaquin County’s General Plan, the FTA vibration impact criteria were used to <br />evaluate potential vibration impacts associated with implementation of the project. <br />Noise levels along the project haul route would increase because of the additional vehicle trips <br />contributed by project operations. This analysis evaluates if the project would result in a <br />substantial permanent increase in traffic noise levels based on the standards established in San <br />Joaquin County noise ordinance chapter 9-404.040.(a), as presented in Table 3, and a <br />conservative threshold of 3 dBA above the existing conditions. According to the noise criteria <br />from Caltrans’s Technical Noise Supplement,6 a 3 dBA increase above ambient noise levels is <br />considered barely perceptible. <br /> <br />6 California Department of Transportation (Caltrans), Division of Environmental Analysis. 2013.
