If the Project <br />is in an urbanized area, would the Project <br />conflict with applicable zoning and other <br />regulations governing scenic quality? <br /> <br />d) Create a new source of substantial light <br />or glare which would adversely affect <br />day or nighttime views in the area? <br /> <br />ENVIRONMENTAL SETTING <br />The project site is adjacent to agricultural land in all directions with sparse residences and <br />agricultural development throughout the surrounding area; agricultural uses include vineyards, <br />orchards, grazing pastures and associated infrastructure. The site is visible from other properties <br />in the vicinity, as well as public roads in the area, specifically along East Harney Lane, Clements <br />Road. Within areas where active project operations are occurring, the visual character within the <br />landfill includes exposed dirt, scattered equipment, haul trucks, bulldozers, and compactors. No <br />scenic resources are present on-site. <br />DISCUSSION OF IMPACTS <br />a, b) Have a substantial adverse effect on a scenic vista? Substantially damage scenic <br />resources, including, but not limited to, trees, rock outcroppings, and historic buildings <br />within a state scenic highway? <br />No Impact <br />The proposed project is limited to operational activities within the landfill and no site <br />modifications would occur. Therefore, landfill slopes would continue to blend in with the natural <br />topography of the surrounding area. The project’s proposed operational activities and increase in <br />waste acceptance would not affect the existing visual character or quality of public views of the
