<br /> <br />North County Recycling Center and Sanitary Landfill Permit Revision Project <br />Final Initial Study/Mitigated Negative Declaration · San Joaquin County | May 2025 <br />17 <br /> <br />of nitrogen, oxygen, and hydrogen, less than 1 percent non-methane organic compounds <br />(NMOCs), and trace amounts of inorganic compounds, some of which have strong, pungent <br />odors. <br /> <br />Exposure to uncontrolled LFG can lead to adverse health effects due to the presence of volatile <br />organic compounds (VOCs). Existing regulations under the Federal Clean Air Act require landfills <br />of a certain size to install and operate a gas collection and control system, which is mainly <br />targeted at municipal solid waste landfill emissions. <br />Existing Sensitive Receptors <br />Sensitive receptors are areas where individuals are more susceptible to the adverse effects of <br />poor air quality. Sensitive receptors include, but are not limited to, hospitals, schools, daycare <br />facilities, elderly housing, and convalescent facilities. Residential areas are also considered <br />sensitive receptors because people are often at home for extended periods, thereby increasing <br />the duration of exposure to potential air contaminants. <br /> <br />The surrounding land uses are primarily agricultural with scattered single-family residences <br />within a one-mile radius. The closest sensitive receptor is a residence located on-site about 460 <br />feet southeast of the intersection of East Harney Lane and the North County Landfill access road <br />(Figure 5). In addition, sensitive receptors are located along the truck haul route as close as <br />approximately 65 feet to the centerline of East Harney Lane. Schools including Harmony Grove <br />Elementary School and the Adelita Montessori School are also located as close as approximately <br />70 feet to the centerline of East Harney Lane. <br />
