<br /> <br />North County Recycling Center and Sanitary Landfill Permit Revision Project <br />Final Initial Study/Mitigated Negative Declaration · San Joaquin County | May 2025 <br />29 <br /> <br />4.2.5 Cultural Resources <br />Would the project: <br />Potentially <br />Significant <br />Impact <br />Less-than- <br />Significant <br />Impact with <br />Mitigation <br />Incorporated <br />Less-than- <br />Significant <br />Impact <br />No <br />Impact <br />a) Cause a substantial adverse change in the <br />significance of a historical resource <br />pursuant to Section 15064.5? <br /> <br />b) Cause a substantial adverse change in the <br />significance of an archaeological resource <br />pursuant to Section 15064.5? <br /> <br />c) Disturb any human remains, including <br />those interred outside of dedicated <br />cemeteries? <br /> <br />ENVIRONMENTAL SETTING <br />The project site is located in a primarily agricultural area. Land uses in the area include <br />agricultural operations and scattered residences. The landfill was constructed in the early 1990s <br />and operated within the same area, thus the footprint of the project site has not expanded since <br />then. Though the project site itself has been disturbed by landfill activities, no historic or cultural <br />resources have been identified within the project site. <br />DISCUSSION OF IMPACTS <br />a) Cause a substantial adverse change in the significance of a historical resource pursuant <br />to CEQA Guidelines Section 15064.5? <br />Less-than-Significant Impact <br />The proposed project is limited to the expansion of operational activities within the footprint of <br />an existing landfill and no additional development or physical expansion is proposed. No <br />previously identified historical resources have been documented within the project area. <br />Therefore, no impact on the significance of a historical resource would result from project <br />implementation. <br />b, c) Cause a substantial adverse change in the significance of an archaeological resource <br />pursuant to CEQA Guidelines Section 15064.5? Disturb any human remains, including <br />those interred outside of dedicated cemeteries? <br />Ground disturbing activities on the project site may impact unknown cultural resources. The <br />likelihood is low given the excavation activities that already occur as part of the landfill’s <br />existing operations. However, It is possible that previously disturbed areas may still contain <br />undiscovered archeological resources, cultural resources, or human remains. The implementation <br />of CUL-1 would reduce potential impacts to undiscovered archeological and cultural resources to <br />less than significant.
