North County RC&SL Page 2 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />1.3 FACILITY OVERVIEW <br />1.3.1 Name of Facility <br />The name of the facility is the North County Recycling Center and Sanitary Landfill (NCRC&SL). <br />The site is permitted as a Class III, non-hazardous municipal solids waste (MSW) landfill, serving <br />primarily northern San Joaquin County. The NCRC&SL consists of 320 acres, of which 185 <br />acres is permitted to receive waste as a single Class III Waste Management Unit comprised of <br />lined Areas (Plates 1 and 2). <br /> <br />The Waste Management Unit is developed by extending the liner into new refuse fill areas, with <br />each extension of the liner constructed as needed to provide space for refuse disposal (Plate 6 <br />and Appendix B Drawing 2). Lined Area 1 (previously designated “Modules 1 and 2”) was <br />constructed in 1991. Area 3 was constructed in 1995, Area 4 was constructed in 2003, Area 5A <br />was constructed in 2015 and Area 5B was constructed in 2017. Area 6 was completed in 2023. <br /> <br />The present total refuse footprint is approximately 88 acres. <br /> <br />Each Lined Area has been constructed with liner systems that include a 60-mil high-density <br />polyethylene (HDPE) geomembrane, and leachate collection and removal facilities. Areas 3 and <br />later were constructed in accordance with an Approved Engineered Alternative Liner System that <br />meets Federal Subtitle D and Title 27 requirements for Class III containment. <br /> <br />1.3.2 Site Owner and Operator <br />The NCRC&SL has been owned and operated by San Joaquin County since opening in 1991. <br /> <br />1.3.3 Description of Operating Cycle <br />The daily operating cycle begins when the active face is prepared to receive waste at the start of <br />the day. Waste carried by commercial haulers is discharged at the active face throughout the <br />day. Equipment pushes the waste from a tipping area near the active face, from which it is <br />pushed into the active face and compacted. At the end of the day the active face is groomed and <br />covered with daily cover. A detailed description of operations can be found in Section 6. <br />
