North County RC&SL Page 21 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />5 FACILITIES CONSTRUCTION AND DESIGN <br /> ___________________________________________________________________________________ <br /> <br />5.1 INTRODUCTION <br />The original design of the facility, and extension of the liner into the additional Lined Areas, was <br />prepared by a registered civil engineer. A registered civil engineer will prepare plans for future <br />landfill extension of the liner in accordance with applicable regulations. <br /> <br />San Joaquin County submits engineering designs and plans for each extension of liner (Lined <br />Area) to the regulatory agencies for their review and approval prior to construction. The design of <br />future Areas will comply with Title 27 and Subtitle D construction and design standards, or other <br />regulatory standards in force at that time. A CQA plan will be submitted for review prior to <br />construction of each liner extension and the approved plan will be employed during construction. <br /> <br />Construction of new lined areas is based on the current and planned disposal rates and practices, <br />and will accommodate the physical setting of the site (climate factors, soils, drainage, etc.). <br />Estimates of waste volumes from the landfill service area influence lined area size and <br />construction schedule. Climate is considered in drainage design (Section 5.5). Soil engineering <br />properties and availability is considered in excavation plans and slope stability calculations <br />(Appendix B). In addition, the designs accommodate use by the general public (see also <br />Section 6 - Landfill Operations). <br /> <br /> <br />5.2 DESIGN PLANS <br />The design service area for this facility is the northern portion of San Joaquin County. <br /> <br />5.2.1 Previous Designs <br />• Lined Area 1 (previously designated “Modules 1 and 2”) was constructed in 1991 before the <br />enactment of RCRA Subtitle D and CCR Title 27. This Area 1 is provided with a 60-mil HDPE <br />liner installed over a 6-inch (minimum) thick layer of compacted native soil. A geosynthetic <br />clay liner (GCL) underlays the HDPE liner at the base of the lined area and extends six feet <br />up the side slopes.
