North County RC&SL Page 28 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />6 FACILITY OPERATIONS <br /> ___________________________________________________________________________________ <br /> <br />6.1 OPERATING CRITERIA <br />6.1.1 Hours of Operation <br /> <br />Hours of Operation, as referenced in the Facilities Permit, refers to the receipt and disposal of <br />refuse. Permitted Hours of Operation are daily between the hours of 6:00 am to 5:00 pm. <br />Holiday closures (presently New Year’s Day, Easter Sunday, Thanksgiving, and Christmas Day) <br />and other times of operation may be posted. <br /> <br />. The Recycling Center is open whenever the facility receives refuse. The Solid Waste Facilities <br />Permit also allows the operation of ancillary site and equipment use from 5:30 AM to 7:00 PM. <br /> <br />Normal hours for site administration and other supporting activities are from 8:00 am to 5:00 pm <br />Monday through Friday, except County holidays. Such activities do not constitute “Operation” as <br />this term is used in the Operating Permit. <br /> <br />6.1.2 Record Keeping <br /> <br />The County maintains the following records: <br /> <br />• Weight of waste accepted in accordance with the SWFP and WDRs. The County weighs <br />and records transfer and packer truckloads. Loads from small commercial haulers and <br />the public are either weighed or estimated and recorded by the scale attendant. <br /> <br />• Daily logbook of information concerning the site including fires, landslides, earthquake <br />damage, unusual and sudden settlement, injury and property damage accidents, <br />explosions, receipt of and rejection of prohibited wastes, flooding and other unusual <br />occurrences. <br /> <br />• Green / Organic Waste including: <br />o Daily inbound and outbound green and wood waste <br />o Monthly retail sales of processed green waste <br />o All green /organic waste testing results including: metals, pathogens and any other <br />o Temperature monitoring logs <br /> <br />• SB 1383 quarterly measurements
