North County RC&SL Page 30 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />6.1.3 Site Security and Access <br />The landfill perimeter is secured by a barbed wire or chain link fence. The entrance gate is <br />locked after hours and the site, including the scale house, MRF, main building and the shop, are <br />alarmed and monitored by a security contractor. If an alarm is activated, the security contractor <br />will dispatch security to the site and inform the Solid Waste Operations Manager and the Site <br />Manager. <br /> <br />The security contractor responds to a fire alarm by calling the Linden Fire Department and the <br />County. Access to the site is along the paved entrance road shown on the Site Plan (Plate 2). <br /> <br />Security within the Recycling Center also includes monitoring by video cameras focused on <br />strategic locations. <br /> <br />6.1.4 Ancillary and Other Site Facilities <br />Ancillary and other site facilities include the Recycling Center, the administration offices, pump <br />house and water tank, and wood waste processing facility (Plate 2). Separate drop-off areas for <br />concrete and mattresses are provided (Plate 20). An access road extends to the fill areas, and a <br />perimeter road extends to all monitoring facilities. <br /> <br />6.1.5 Sanitary Facilities <br />Permanent restrooms, including commode and sink, are located in the Employee/Maintenance <br />Building and in the scale house. The restrooms in the Employee/Maintenance Building include <br />showers. Wastewater from the permanent restrooms is discharged into an on-site septic tank, <br />from which it flows to a septic field (Plate 2). In addition, there are several portable toilets located <br />throughout the site for use by employees, contractors, and the public. <br /> <br />6.1.6 Potable Water Supply <br />Potable water is supplied to the facility from the water well located south of the Maintenance <br />Building (Plate 2). Chlorination equipment is located in the pumphouse, and may be activated if <br />needed. Potable water is monitored for coliforms monthly. <br />
