North County RC&SL Page 37 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />Loads of large dead animals will be handled by digging a suitable pit away from the active face. <br />Carcasses will be dumped directly into the pit or pushed in and covered with refuse immediately. <br /> <br />6.4 COVER <br />6.4.1 Cover Materials <br />Daily and intermediate cover is provided from soil excavated from the area of the next planned <br />Area or from the stockpile on site (Plate 2). Imported soil is not used at this time. <br /> <br />Soil cover is placed with the use of scrapers or other appropriate equipment. Scrapers haul soil <br />from the borrow area to the working face at the end of a workday to cover refuse not covered by <br />synthetic tarps. If there is an increased workload, soil may be stockpiled for use early in the <br />morning. Other equipment may be used as needed. <br /> <br />Although the scrapers may directly cover the waste with the soil, dozers are also used to spread <br />the soil over the waste. Other equipment may be used. <br /> <br />Soil is moved directly from the borrow area to the working face in dry weather. Preparations for <br />wet weather include placing a soil stockpile near the active face, thereby minimizing travel <br />distance over muddy surfaces. <br /> <br />6.4.2 Daily Cover <br />Waste is covered with a minimum six inches of compacted soil or tarps as alternate daily cover <br />(ADC) at the end of each operating day to control vectors, fires, odor, blowing litter, and <br />scavenging. <br /> <br />6.4.3 Intermediate Cover <br />Intermediate cover consists of a minimum 18” of soil cover over refuse where no additional refuse <br />will be placed within 180 days. <br />
