North County RC&SL Page 48 of 64 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin – Revised July 14, 2025 <br />There are no roads within the Recycling Center because the interior is concrete floor. Roads into <br />and out of the Recycling Center are paved. <br /> <br />7.2.2 Vehicle Processing and Signage <br />Incoming refuse vehicles entering the facility are processed for payment at the scale house <br />(Plate 20). Signs at the scale house indicate what materials can be received, the fee for disposal, <br />and what materials are prohibited. The scale house attendant asks if the load includes prohibited <br />materials and if the refuse originates within San Joaquin County. Vehicles with loads originating <br />in the County and not containing prohibited wastes are either weighed or the volume estimated at <br />the scale house, and customers are charged for their delivery. The data for all transactions are <br />stored daily in the computer and transmitted periodically to the Solid Waste Office. Other <br />vehicles are not allowed to deliver materials to the site. <br /> <br />The scale house attendant directs the customer to the appropriate materials receiving area. <br />Vehicles such as transfer trucks, front-end loaders, rear loaders, roll-off trucks, and end dumps are <br />directed to the site’s landfill active face for unloading (Plate 18). <br /> <br />Protection of users of Recycling Center is provided by the separation in elevation between the <br />users and the tipping floor, by the Recycling Center signage, and by the Recycling Center <br />attendant who ensures that safety practices are followed. <br /> <br />Material is received within the Recycling Center at two areas (Plate 21): <br /> <br />• Self-Haul area on the west side of the recycling center, which receives manually-emptied <br />vehicles such as pick-up trucks (Plate 16). <br />• Commercial area on the east side of the recycling center, which receives larger delivery <br />vehicles that are not appropriate for deliver directly to the active landfill face (Plate 17). <br /> <br />In the self-haul area, vehicles are directed by County staff to back into marked stalls and deposit <br />the material over the raised edge of the disposal areas to the Tipping/Sorting Floor below. <br />Customers are allowed out of their vehicles, but are not allowed on the tipping floor. Children and <br />pets are required to remain in the customer’s vehicles at all times. <br />
