The Site includes <br />101.62 acres identified by five San Joaquin County Assessor's Parcel Numbers: 066-470-010 <br />and 066-050-230, 066-050-240, 066-050-250, and 066-050-260, which do not include the 30.33 <br />acres that are the inundated parcel, 006-050-470-000. <br />Background <br />WKA has completed a study, Phase I Environmental Site Assessment, Westlake Subdivision <br />Villages E, G, H, 1, & J, Regatta Lane, Stockton, California, WKA No. 13122.01. The Phase I <br />ESA study revealed the Site had supported row crops and other irrigated crops from at least <br />1937 to at least 1998. The Site was excavated, by 2006, to construct a 3.033 -acre lake, <br />around which residential lots would be developed. Site records indicate that soil excavated to <br />construct the lake was placed in a 21/2 -foot thickness over the land surrounding the lake. Visual <br />observations made during the Phase I ESA site reconnaissance revealed the Site surface did <br />not exhibit significantly changing surface elevations. These observations and the calculations of <br />excavated soil indicate that the entire area of the Site that is outside of the lakes was likely <br />covered by at least two feet of fill. <br />
