Work Plan for Phase II Environmental Site Assessment Page 2 <br /> Westlake Villages E, G, H, I, & J <br /> WKA No. 13221.02 <br /> July 13, 2021 <br /> Scope of Services <br /> This Scope of Services describes activities to collect information required to characterize the <br /> three Recognized Environmental Conditions (RECs) identified in the Phase I ESA Report. The <br /> RECs addressed in this proposal are listed below. <br /> • The potential presence of organochlorin pesticides (OCPs) and total arsenic in soil that <br /> was originally exposed at the ground surface of the Site. <br /> • The potential presence of OCPs and total arsenic in soil that was imported to the Site <br /> and that is stockpiled at locations within the Site. <br /> • The potential presence of OCPs and total arsenic in soil that was covered by the <br /> approximately 2'/2 feet thickness of soil placed as fill over the Site. <br /> WKA identified recommended sampling procedures for soil that formerly supported agricultural <br /> activities using the Department of Toxic Substances Control (DTSC) Interim Guidance for <br /> Sampling Agricultural Properties-Third Revision (August 7, 2008)' (Agricultural Guidance). <br /> WKA identified recommended sampling procedure for soil that was imported to the Site and <br /> stored in stockpiles using the DTSC Information Advisory, Clean Imported Fill Material 2. <br /> Permits <br /> WKA submits this work plan in support of applications to San Joaquin County for soil boring <br /> permits. The San Joaquin Soil Boring Permit applications have grouped borings within five San <br /> Joaquin County Assessor's Parcel and WKA has submitted fees for a Plan Check and for five <br /> soil boring permits. Thus, WKA is submitted a total of five Soil Boring Permit applications and <br /> Site Mitigation Record Information forms for each of the five Assessor's Parcels comprising this <br /> project. For the purposes of the remainder of this work plan, WKA will describe the distribution <br /> of sample locations over the entire area covered by the five Assessor's Parcels. <br /> Health and Safety Plan and Underground Services Alert <br /> WKA will prepare a Site-specific Health and Safety Plan, mark the proposed sample areas, and <br /> notify Underground Service Alert (USA) to request a Dig Permit. WKA will begin sampling <br /> activities after receiving clearance from the responding utilities, which is expected to be received <br /> no sooner than three business days after our request is submitted. This proposal includes no <br /> cost for a geophysical survey to search for underground utilities that Underground Service Alert <br /> team members do not identify. WKA will request additional budget authorization if the USA <br /> Interim Guidance for Sampling Agricultural Properties (Third Revision) (DTSC August 7, 2008). <br /> 2 Information Advisory, Clean Imported Fill Material, (DTSC October 2001).
