END.
08/02/2018 Received spill report#18-5213 for a leaking shipping container in the shipping PE 2546 BAKER
156 min yard, not on the train. Per the truck driver the release has an odor of vinegar. At SC 544
this time it is an unknown substance and quantity. Patriot environmental is
responding.
Called UPRR number at 1-888-877-7267 and they confirmed the information in the
spill report. Spill is at the 1000 E. Roth Road yard. They told me Paul Holt
(916-540-0496) can give me more information about the site.
I called Paul Holt with UPRR at 916-540-0496. He said that the container is in the
leaker area of the yard. It was a clear liquid and Patriot will be on scene at
approximately 1-1:30pm. Hub Group will most likely be the responsible party. He
called me back a few minutes later and said that he received the bill of lading for
that container and it contains batteries with acid.
Arrived on site at the leaker area of the UPRR yard at 1000 E. Roth Road and
observed leaking from container HGIU 201188. Active leaking was observed from
the bottom of the container and created a puddle with an approximate size of six
inches by one foot. Inside the container a pallet of lead-acid batteries was
observed tipped over causing the release of the battery acid. Met with Nolan Ryan
the Field Supervisor for Patriot Environmental Services. Nolan Ryan said he took
a pH of the spill and it had a pH of 0-1. Patriot Environmental Services will be
conducting the clean-up for Hub Group. Nolan Ryan stated that they will
re-palletize the unbroken batteries. Broken batteries will be disposed of. Acid will
be neutralized with sodium bicarbonate and the floor of the container, outside
bottom of container and cement will be cleaned up and waste generated disposed
of. Waste will be kept on site until disposal. Hub Group to provide SJC EHD with
disposal records for the waste generated.
Created complaint and completed notice to abate. Left site at 4:00pm. Nolan
Ryan stated that it would be another 1-1.5 hours for clean-up. He did not know if
the container will be on site tomorrow. Approximately a half gallon of acid was
released.
Talked to Garrett about complaint and Elianna will go out to see completion of the
clean-up.
Notice to Abate was emailed to Deborah Greenland DGreenland@hubgroup.com
and cc'd Paul Holt at pholt@up.com
08/03/2018 Generated photo log PE 2546 FLORIDO
24 min SC 544
