SANJ O A Q U I N Environmental Health Department
Y
Complaint Record Daily Time and Activity Summary from 6/21/2013 to
6/21/2025 for COVEWFWP8 located at
1000 ROTH RD
Activity Date Recorded by
02/11/2020 Checked in at Union Pacific Railroad front office. Onsite and met with Danielle PE 2546 FLORIDO
270 min Powell and Brandon Eck. SC 544
Per Danielle, five feet south of SS7, designated SS8, 0.0 ppm was detected in the
soil just beneath the ballast. Sample SS8-9 was taken at 9 in. depth, 0.0 ppm.
Sample SS8-24 was taken at 24 in. depth, 0.0 ppm.
20 feet north of SS7, witnessed Brandon hand auger hole SS9, from which 0.1
ppm was detected at 16 in. depth. Sample SS9-22 was taken at 22 in. depth with
0.0 ppm PID reading. At 30 in., there was 0.0 ppm reading, and no diesel odor
detected per Danielle. Sample SS9-33 was taken at 33 in. depth with 0.0 ppm
reading.
Per Danielle, the following samples were taken yesterday and will be analyzed,
unless otherwise noted:
Sample Area SS1, located middle of track: SS1-22", 27.1 ppm; SS1-28", 34.1
ppm; SS1-34", 28.1 ppm; SS1-40", 12.3 ppm; SSI-46", 3.3 ppm; and SS1-48", 6.4
ppm, no odor. Per Danielle, SS1-22 and SS1-48, will likely be the only SS1
samples to be analyzed.
SS2, approx. 5 ft. east of SS1: SS2-16", 0.8 ppm, no odor; and SS2-30", 1.6 ppm,
placed on hold for possible analysis; SS2-54", 0.6 ppm.
SS3, 2 ft. east of SS2: SS3-14", 0.5 ppm, no odor; and SS3-24", 0.6 ppm, no odor,
placed on hold for possible analysis.
SS4, approx. aft. west of SSI: SS4-12", 143.1 ppm; and SS4-40", 25.2 ppm, w/
odor, something hard was hit at this depth thus digging stopped for SS4.
SS5, approx. 5ft north of S1: SS5-14", 141.0 ppm; and SS5-49", 6.1 ppm, no odor.
SS6, approx. 5 ft south of S1: SS6-14", 136.0 ppm; and SS6-46", 3.7, no odor.
Per Danielle, she had accidentally poured soil samples SS7-13 and SS7-54 back
onto the waste soil piles instead of placing the soil samples into sample jars.
Witnessed the following samples and readings taken from hole SS7:
Sample SS7-17", 96.6 ppm, with odor;
readings at 44 in. depth, 21.77 ppm; 46 in., 42.9 ppm; approx. 50 in., 28.1 ppm; 56
in., 20.8 ppm, with odor; and
Sample SS7-60", 8.9 ppm, no odor.
Danielle and Brandon asked me how SJC would like the holes to be backfilled,
with ballast or grout. After discussions with Elena Manzo, Ld Sr REHS, and Jeff
Wong, REHS in Water Quality Unit,Arcadis needs to obtain a boring permit, since
they augered deeper than 3 ft. Per Danielle, no more exploratory sampling will be
conducted, and the sampling areas will be backfilled per the boring permit, once
obtained by Arcadis. Danielle is to email me a copy of the sample chain of custody
and inform me if she receives different instructions from the Arcadis project
manager, Scott Hackman.
Checked out at front office and left site for EHD.
