<br />Preliminary Closure and Postclosure Maintenance Plan 3-2 Department of Public Works/Solid Waste <br />North County Recycling Center and Sanitary Landfill County of San Joaquin <br /> <br />Leachate monitoring and control will include operation, maintenance, and monitoring of the <br />facilities similar to today’s practice. Leachate will continue to be returned to the refuse in <br />accordance with the WDRs. The procedures for monitoring and reporting during postclosure <br />are assumed to be similar those in the current WDR for the landfill, which include monthly <br />volume and periodic leachate laboratory analyses. <br />3.3 Postclosure Maintenance <br />Section 21180 requires that areas in which final cover is placed, whether in Partial or Final <br />closure, be maintained to reduce impacts to health and safety, and that such maintenance be <br />identified and carried out in accordance with an approved Postclosure Maintenance Plan. <br />Section 21825 and 21830 require a preliminary description of the methods, procedures and <br />processes that will be used to maintain, monitor, and inspect the closed landfill during the <br />postclosure maintenance period in order to provide the basis of the estimate of postclosure <br />maintenance costs. <br />3.3.1 Maintenance of the Integrity and Effectiveness of the Final Cover <br />This program will involve repairing the cover as necessary to correct the effects of settling, <br />subsidence, erosion, or other events in accordance with Section 21090(a)(3)(B) and (4). <br />The program must also include a schedule for periodic monitoring to inspect the integrity of the <br />low-hydraulic-conductivity layer, periodic identification of problem areas (e.g., erosion, damage, <br />and severe settlement), prompt cover repair, and vegetation maintenance. In the case of the <br />NCRC&SL, the evapotranspirative final cover will be proposed as an engineering alternative to <br />a low-hydraulic-conductivity layer. <br />A postclosure inspection program will ensure that the landfill cover retains its integrity as <br />follows: <br />• Evidence of Erosion: During the winter months, a survey will be conducted after <br />the first major rain event. Another survey will be conducted after the rainy season. <br />• Ponded Water: The final cover will be inspected after significant rainfall events to <br />identify areas that pond water. When conditions allow, the identified areas will be <br />filled and graded to eliminate low spots and promote positive drainage. <br />• Exposed Refuse: Survey in conjunction with erosion inspection. Exposed refuse is <br />a serious condition that will require the replacement of the closure barrier layer. <br />Such replacement will be as approved by the regulatory agencies with jurisdiction <br />over these matters, and will be documented and certified by an engineer licensed in <br />the State of California. <br />• Periodic Leak Search: To determine if leaks in the final cover may have occurred, <br />the landfill surface will be surveyed visually annually during spring/early summer to <br />detect cracks and to identify areas of visible differential settlement. In addition, the <br />surface emission monitoring for the LFG control system indicate leaks in the final <br />cover. If LFG is detected above regulatory limits for surface emission, then the <br />County will take remedial action to bring the site into compliance.
