WASTE DISCHARGE REQUIREMENTS ORDER NO. R5-2010-0016 -28- <br />SAN JOAQUIN COUNTY DEPARTMENT OF PUBLIC WORKS <br />NORTH COUNTY LANDFILL <br />SAN JOAQUIN COUNTY <br /> <br /> <br />5. The design and construction of all landfill module LCRS and containment <br />system components shall incorporate adequate factors of safety to handle the <br />increased vertical loads associated with vertical expansion. Consistent with <br />geotechnical analysis of the proposed EAD (see Finding 58), the construction <br />specifications for future modules shall incorporate the following <br />recommendations to prevent damage to the LCRS and liner from vertical <br />loading: <br />a. Protection From Liner Puncture -- Use of 3/8-inch diameter, rounded gravel <br />in the LCRS blanket layer and/or cushion with geotextile (16-oz/yd2). <br />b. Protection From LCRS Pipe Failure (e.g., buckling, deflection, rupture) -- <br />Use thicker (i.e., 13.5 SDR) perforated HDPE pipe in French drain. Also <br />use select gravel bedding and backfill in LCRS troughs <br />Construction specifications in addition to, or in lieu of, the above may be <br />incorporated into the design provided that the Discharger demonstrates, to the <br />satisfaction of the Executive Officer, that the proposed construction <br />specifications will not result in (1) Reduced factors of safety and/or protection <br />associated with the design; and (2) Any change inconsistent or incompatible <br />with Construction Specifications D.1 through D.4 above. <br /> <br />6. The Discharger shall, at least 90 days prior to construction of new <br />modules or units, submit for Executive Officer review and approval the <br />following: <br />a. A construction design report, including plans, drawings and a construction <br />quality assurance (CQA) plan per Section 20324 of Title 27; <br />b. A geotechnical evaluation of the area soils, evaluating their use as the <br />foundation layer; <br />c. A proposed unsaturated zone monitoring system, which is demonstrated to <br />remain effective throughout the active life, closure, and postclosure <br />maintenance periods of the Unit, which shall be installed beneath the <br />composite liner system in accordance with Title 27, Section 20415(d); and <br />d. A revised groundwater detection monitoring program, as necessary, to <br />monitor the new module so as to maintain compliance with Title 27. <br /> <br />7. Construction shall proceed only after all applicable CQA plans have been <br />approved by Executive Officer. <br />8. Following the completion of construction of a lateral expansion of a unit, and <br />prior to discharge onto the newly constructed liner system, final documentation <br />required under Section 20324(d)(1)(C) of Title 27 shall be submitted to the <br />Executive Officer for review and approval. Such documentation shall contain <br />sufficient information and test results to verify that construction was in
