SAN JOAQUIN <br /> Environmental Health Department <br />Complaint Record Daily Time and Activity Summary from 7/10/2010 to <br />7/10/2020 for C00047089 located at <br />1000 E ROTH RD <br />Activity Date Recorded by <br />07/16/2018 <br />84 min <br />07/16/2018 <br />138 min <br />5 pm-7:18 pm: <br />7-16-2018 <br />UP Spill <br />4:30 PM received spill information from John Alaniz from EHD <br />5 pm- <br />5:30 pm, arrived onsite, signed in at guard post. Met with Patriot clean up crew <br />onsite. They have located the spill inside the container, it's a Miller welding <br />equipment which had a leaking car battery inside. Sodium Bicarbonate liquid <br />solution was applied to the stained ground surface, the generated liquid was <br />mopped up with absorbent cloth and all cloth was containerized. Water was <br />applied to cleaned surface and pH-ed at pH-7. After dry absorbent was applied to <br />the neutralized surface, absorbent was placed into one blue 55-gallon poly drum. <br />Absorbent was placed inside the leaked piece of equipment, which was then <br />wrapped in plastic sheeting and placed back into the container for shipment to the <br />destination. Clean up was completed. One 55-gallon container of PPE, waste <br />absorbent that was applied to the ground after it was neutralized, and wipes used <br />to wipe the ground after it was neutralized were placed in this drum, which was <br />labeled pending analytical and left onsite. Patriot indicated that they will either <br />come back to collect a sample or use an existing waste profile from a similar clean <br />up for disposal. Took photographs. Signed out at the guard station. <br />Received spill report 18-4724 from Garrett Backus. A container was found <br />leaking. The spill is towards the back of a car. Some of the spill has made it out of <br />the car. <br />Called Paul Holt at 916-540-0496. He said that there was a slow drip going on. <br />The contents are either paint or a cleaner compound. It is going to be shipper's <br />responsibility. Paul said he would email me the contact information for the <br />responsible party. <br />Patriot Environmental is currently scheduled to clean up the incident. They are <br />expected to be at the site at approximately 2:30. <br />PE 2546 MANZO <br />SC 944 <br />PE 2546 ALANIZ <br />SC 544 <br />Left for site at 3:30 from XPO Logistics. Arrived on site and met with Patriot <br />Environmental. (Need to get business card from Elena Manzo) Patriot thought <br />that battery acid was leaking. The leaking solution came out to a pH of 0-1. <br />Patriot said that they are going to be neutralizing the solution with sodium <br />bicarbonate and then putting the waste into a drum. Called and informed Garrett <br />and Elena (on night ER). Left and arrived back to EHD at 4:30 p.m. <br />Page 1 of 4
