SANJ O A Q U I N Environmental Health Department <br /> Complaint Record Daily Time and Activity Summary from 8/1/2016 to <br /> 8/1/2019 for C00046835 located at <br /> 1000 E ROTH RD <br /> Activity Date Recorded by <br /> 06/05/2018 Received spill complaint with Union Pacific. 5-6 oz of an unknown brown liquid PE 2546 ALANIZ <br /> 18 min spilled from a box. Called UP at 3:00 and got transferred to Paul Holt. He said SC 544 <br /> that there were hydraulic parts in the box and he thinks that hydraulic oil might be <br /> leaking. He was not sure. I told him that Elena would be responding to the clean <br /> up. Paul said that that NRC would be the contractors coming out and that they <br /> would be there around 5:00 p.m. Paul also mentioned that the shipper would be <br /> the responsible party. <br /> Referred complaint to Elena Manzo. <br /> 06/05/2018 5 pm-7:18 pm: onsite response to 1000 Roth Road hydraulic oil spill: PE 2546 MANZO <br /> 138 min SC 944 <br /> 5 pm-7:18 pm: <br /> Received spill information from John Alaniz. Called Paul Holt obtained ETA for, <br /> NRC will be onsite around 5:40 pm. Discussed the response plan with Muni Naidu. <br /> 5:40 pm, arrived onsite, checked in at the guard station. Located the leaker pit and <br /> met with NRC who just arrived as well. The leaking shipping container UMXU <br /> 254923 is located in the leaker pit onsite. Two small stains approximately 1 foot in <br /> diameter each below the container and a slow drip of oily dark(greenish) liquid <br /> was observed. The container has several new fork lifts on board, no other <br /> chemicals were noted, and one of the lifts is leaking. NRC tried to locate how to <br /> dismantle it to stop the leak but was not successful. The will clean the inside and <br /> outside of this container and wrap it until manufacturer rep can come to the site <br /> and assist with liquid draining. Called Paul Holt 916-540-0496 and provided spill <br /> update. He provided terminal phone number. Called the terminal at 209-546-7206, <br /> according to the duty officer, no other leakage was reported; the container was not <br /> parked onsite came directly from the train to the leak pit. Prepared a notice to <br /> abate for spill clean up and emailed to pholt@up.com. NRC left the site, called <br /> Paul Holt to make sure they are coming back. Was told that they went to Home <br /> Deport to get some supplies. Observed NRC applying absorbent to the ground. <br /> Had to leave the site before the clean up was completed (had to respond to <br /> another spill). <br /> 06/08/2018 Prop 65.
