p <br /> 9 <br /> I received pager from Diane Martinez on 12:15 A.M_ September 16, 2004, stating the she received notification ! <br /> from Union Pacific Railroad that approximately 10-gallon for mixture of waste oil and diesel was spilled at <br /> 1,000 Roth Road, Lathrop,where is the Union Pacific Railroad yard. I then called the Union Pacific Railroad <br /> contact person Ashley(888-877-7267), who made the notification. Ashley told me the same thing and gave me <br /> the local contact person, Jim Diel (916-296-2964) to contact. I called Mr. Diel and Mr. Diel stated that the 10- <br /> gallon of mixture of waste oil and Diesel was released into onsite wastewater evaporation pond. Mr. Diel tried <br /> to explain how the spill occurred but it was difficult to comprehend the situation; therefore, I asked Mr. Diel to <br /> meet me at approximately 13:00 P.M. <br /> I arrived on site approximately 13:00 P.M. meeting Mr. Diel. Mr. Diel showed me the spill and explained the <br /> situation. The spill was released from oil water sand separator into onsite lined wastewater evaporation pond. <br /> The evaporation pond was in remodeling process; therefore the wastewater from water oil sand separator is ' <br /> diverted into onsite above ground container by a submerged pump. The technician plugged in the submerged <br /> pump and forgot to unplugged after wastewater is dropped to appropriate level and this caused the top layer of <br /> mixture of waste oil and Diesel gravity flow through the piping to onsite lined wastewater evaporation pond. <br /> Mr. Diel stated that the clean up company(Asbury Environmental with Vacuum truck and Morgan <br /> Environmental)will clean up the spillage. Mr. Diel proposed to clean the piping from oil water sand separator <br /> and vacuum the mixture in the wastewater pond and put it back into oil water sand separator. I concurred with <br /> his proposal. <br /> I asked Mr. Diel regard Waste Discharge Requirement from Central Regional Water Quality Control Board. <br /> Mr. Diel stated that they do not need the permit. I told him that I am not sure but I will check with water board <br /> people_ I called Tim O'Brien (916) 464-4616 of California Central Valley Regional Water Quality Control <br /> i <br /> Board to let him know about this onsite wastewater evaporation pond.
