® GAVIN NEWSOM
C'CJVFHNOH
Water Boards ENV E GAR CIA
ENVIRONMENTAL PROTECTION
Central Valley Regional Water Quality Control Board
21 April 2025
Mr. Allen L. Genetti, CPA, CFO
El Dorado Land Holdings, LLC
P.O. Box 6632
Stockton, CA 95206
WELL DESTRUCTION REPORT REQUEST,
CALIFORNIA TANK LINES (T0607700425), 3105 SOUTH EL DORADO STREET,
STOCKTON, SAN JOAQUIN COUNTY
Dear Mr. Genetti:
On 10 February 2025, Central Valley Regional Water Quality Control Board staff
distributed a Fact Sheet notifying interested parties of your request for regulatory
closure of the California Tank Lines case. The California Tank Lines is located at
3105 South El Dorado Street in Stockton.
The public comment period ran from 10 February 2025 to 12 April 2025. Central Valley
Regional Water Quality Control Board staff received no comments regarding the
proposed case closure.
As there are no objections to case closure, the next step is proper destruction of the
remaining Site investigation, remediation, and monitoring wells. Therefore, please
destroy these remaining Site wells and submit a Well Destruction Report by
31 July 2025.
The Well Destruction Report should include, at a minimum, documentation of proper
destruction of these Site wells, documentation of proper disposal of all investigation
derived waste, and a copy of the well destruction permits. Once this information is
received by this office, staff will mail a legislatively required closure letter. Please
provide me with at least three working days' notice prior to commencement of field
activities to allow me the opportunity to observe the well destruction activities.
San Joaquin County maintains jurisdictional authority for well destruction; therefore, you
are to contact the county to obtain all applicable permits and clearances required to
properly destroy the monitoring wells associated with this Site. You must comply with all
applicable county and City of Stockton directives.
NICHOLAS AVDIS, CHAIR I PATRICK PULUPA, EXECUTIVE OFFICER
11020 Sun Center Drive,#200, Rancho Cordova,95670-6114 1 www.waterboards.ca.gov/centralvalley
