FINDINGS FOR CONDITIONAL USE PERMIT <br /> PA-2500121 <br /> CONFUCIUS CHURCH OF STOCKTON/WONG ENGINEERS INC <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan; any <br /> applicable Master Plan, Special Purpose Plan, Specific Plan, and Planned Development zone; and any <br /> other applicable plan adopted by the County. <br /> • This finding can be made because the project, a cemetery expansion, is a permitted use for <br /> a site with the General Plan designation A/UR(Agriculture/Urban Reserve)and zoned AL-10 <br /> (Limited Agriculture, 10-acre minimum) and P-F (Public Facilities) with the benefit of an <br /> approved Conditional Use Permit. Development of the proposed cemetery expansion must <br /> comply with all County regulations. There are no other Master Plans, Specific Plans, or <br /> Special Purpose Plans in the vicinity. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because the project proposal demonstrates that adequate utilities, <br /> access roads, sanitation, drainage, and other necessary facilities will be provided. The <br /> project site will utilize an existing well for water supply and a new septic system for sanitary <br /> sewer service. Stormwater drainage will occur naturally, as the majority of the site surface <br /> will allow water to infiltrate into the ground. The existing cemetery is served by two access <br /> points that are appropriately connected to existing public roadways. Two proposed access <br /> driveways are proposed from an existing private roadway and new interior driveways and <br /> parking areas will be added to accommodate site circulation needs. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the Site Plan,dated April 11, 2025, demonstrates the 3.9- <br /> acre project site can accommodate all required components of the proposed cemetery <br /> expansion. All improvements will comply with applicable Development Title regulations to <br /> ensure that the scale,type,and intensity of the project are appropriate for the site.The project <br /> site is zoned AL-10 (Limited Agriculture, 10-acre minimum) and P-F (Public Facilities),zones <br /> that are applied to parcels that are suitable for the intensity of all permitted uses. <br /> 4. The location, size, design, and operating characteristics of the proposed use will be compatible with <br /> and will not adversely affect the livability or appropriate development of abutting properties and the <br /> surrounding neighborhood. <br /> • This finding can be made because the project conditions will require the project to comply <br /> with all applicable Development Title regulations, ensuring that adjacent parcels are not <br /> adversely affected.The project site is bordered by the Interstate 5 frontage road to the east <br /> and the County hospital complex to the north, while agricultural uses with scattered <br /> residences lie to the west and south. A cemetery is a low-intensity land use, and the <br /> proposed expansion is not expected to negatively impact the livability, use, or future <br /> development of surrounding properties. <br /> 5. The proposed use will not create any nuisances arising from the emission of odor, dust, gas, noise, <br /> vibration, smoke, heat or glare at a level exceeding ambient conditions. <br /> • This finding can be made based on the nature of cemetery use,which is a low-intensity land <br /> use not expected to generate nuisances related to odor, dust,gas, noise, vibration,smoke, <br /> heat or glare at a level that would exceed ambient conditions.While the development phase <br /> PA-2500121 —Findings 1 <br />
