T
June 29, 2023
Mr. Jeff Wong
San Joaquin County Environmental Health Department
1868 E. Hazelton Avenue
Stockton, California 95205
Subject: Subsurface Investigation Work Plan Addendum, Former Stockton
City Taxi Cab Company, 2085 East Fremont Street, Stockton,
California
Dear Mr. Wong:
Pursuant to your request on June 23, 2023, ATC Group Services LLC doing business as Atlas
Technical LLC (Atlas) has prepared this work plan addendum on behalf of the Ernest R. Foppiano
Family Trust describing proposed methodology to abandon two soil borings and two soil vapor
points that will be advanced and installed, respectively, at the subject site (Figures 1 and 2). You
requested the work plan addendum as a condition for issuance of a drilling permit to advance the
soil borings and install the soil vapor points at the subject site.
SOIL BORING ABANDONMENT AND SOIL VAPOR SAMPLING PROBE DESTRUCTION
Per Atlas' Subsurface Investigation Work Plan (Work Plan), dated December 21, 2023, two soil
borings are proposed to be advanced to 11 feet below ground surface (bgs) at the approximate
locations shown on Figure 3. Following collection of soil samples from these borings, the borings
will be abandoned by pouring a cement grout slurry into the boreholes and bringing the grout
slurry up to the level of the surrounding grade.
Per the Work Plan, two additional shallow soil borings are proposed to be advanced to depths of
six feet bgs and completed as permanent soil vapor sampling probes (Figure 3). Upon completion
of the project or when it is determined that the soil vapor sampling probes are no longer needed,
the soil vapor sampling probes will be destroyed by removing the materials installed in each
borehole by overdrilling with an auger to six feet bgs. The auger will be removed from the
boreholes and the boreholes will be filled with a cement grout slurry up to the level of the
surrounding grade.
If you have questions or require additional information regarding this work plan, please contact
us at (209) 579-2221.
pP1AL G
Respectfully submitted, Foo
Atlas Technical LLC
a TODD C.HAMER
N0.8090
Todd Hafner, P.G.
