Box 7052 <br /> Stockton, CA 95257 <br /> Off-Site Groundwater Investigation Workplan, Stockton City Taxi Cab Company, <br /> 2085 East Fremont Street, Stockton, San Joaquin County <br /> Dear Mr. Foppiano, <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) <br /> staff reviewed the Off-Site Groundwater Investigation Workplan (Work Plan) dated <br /> 30 July 2020, the Second Quarter 2020 Monitoring Report(2Q20202 Report) dated 29 <br /> July 2020, the Sensitive Receptor Survey Report (SRS Report) dated 15 May 2020, all <br /> submitted on your behalf by ATC Group Services LLC (ATC). The Stockton City Taxi <br /> Cab Company is located at 2085 East Fremont Street in Stockton (Site). <br /> During the second quarter 2020, petroleum hydrocarbons were detected at up to 51,000 <br /> micrograms per liter (ug/L) total petroleum hydrocarbons as gasoline (TPH-G), <br /> 1,500 ug/L benzene, 33 ug/L methyl tert butyl ether (MTBE), 64 ug/L 1,2-dichloroethane <br /> (1,2-DCA), and 2,600 ug/L naphthalene. <br /> In the SRS Report, ATC identified two water supply wells near the Site. A municipal <br /> water supply well owned by Cal Water is located approximately 1,000 feet east of the <br /> Site. The municipal well is not active. A domestic water supply well was reported to be <br /> approximately 400 feet east of the site. The status of the domestic well is unknown. <br /> In the Work Plan, ATC proposes to advance two off-Site cone penetration test (CPT) <br /> borings to the east and northeast of the Site in the Watts Street right of Way. The <br /> scope of work is designed to define the lateral extent of petroleum impacts to <br /> groundwater in the intermediate zone, monitored by wells screened between 85 and 90 <br /> feet below ground surface (ft bgs).
