Foothill Landfill <br />Storm Water Pollution Prevention Plan <br /> <br /> <br /> <br /> Page 41 <br />8.1.2 Preventive Maintenance <br />In keeping with the permit requirements for preventative maintenance, San Joaquin County <br />implements the following practices: <br />Table 8.1.2 – Preventative Maintenance Measures <br />Row <br />No. Minimum Permit Requirement Facility-Specific Implementation <br />1. Identify all equipment and systems <br />used outdoors that may spill or leak <br />pollutants; <br />• Landfill gas energy plant <br />• Landfill gas and leachate extraction wells and piping <br />• Landfill vehicles and equipment (operation, maintenance, <br />repair, washing and fueling) <br />• Fuel in aboveground storage tanks <br />2. Observe the identified equipment and <br />systems to detect leaks, or identify <br />conditions that may result in the <br />development of leaks; <br />Regular maintenance of the landfill soil cover includes the <br />following activities: <br />• Fill ponding and low spot areas noticed during <br />inspection with soil from the borrow area. <br />• Repair erosion on the soil cover. <br />• Maintain vegetation on the vegetated erosion resistant <br />layer per the Vegetation Maintenance Plan. <br />• Fill holes created by rodents; and <br />• Fill visible cracks in the vegetative layer. <br />3. Establish an appropriate schedule for <br />maintenance of identified equipment <br />and systems; and, <br />4. Establish procedures for prompt <br />maintenance and repair of equipment, <br />and maintenance of systems when <br />conditions exist that may result in the <br />development of spills or leaks. <br />Maintenance of Landfill Gas Energy Plant by Ameresco Inc. <br />personnel include the following activity: <br />• Visual inspections of facility equipment and AST <br />exteriors; any deficiencies noted; and repairs or <br />replacement performed in a timely manner. <br />• A 300-gal temporary tote container on wheels is used to <br />receive propylene glycol coolant when the engine <br />cooling systems are drained for maintenance; the <br />coolant is returned to the engines when maintenance is <br />complete; and <br />• Condensate from landfill gas is collected in an 1130-gal <br />underground storage tank and is either pumped into the <br />10,000-gal leachate AST for disposal or to use as dust <br />suppression water in the lined landfill or is returned to <br />the leachate system of a lined landfill area. <br />Maintenance of the LFG extraction wells, and piping includes the <br />following activities: <br />• Fixing low spots in laterals and headers that obstruct <br />LFG flow when filled with condensate. <br />• Securing LFG pipe (as needed). <br />• Clearing vegetation around headers to protect headers <br />during grass fires (annually); and <br />• Replacing damaged well heads (as needed). <br />Maintenance of vehicles and equipment includes the following <br />activities: <br />• Placement and use of drip pans (as needed). <br />• Maintenance of containment devices; and <br />• Performing regular Vehicle Condition Reports (VCRs).
