Foothill Landfill Storm Water Pollution Prevention Plan Page 71 13.0 Statewide Compliance Options On November 6, 2018, the State Water Board approved amendments (Amendment Order # Order 2015-0122-DWQ) to the General Permit (Order 2014-0057-DWQ) to be effective as of July 1, 2020. The amendments incorporated the following requirements: • Federal Sufficiently Sensitive Test Method Ruling (see SWPPP Section 7.1.1). • Total Maximum Daily Load (TMDL) Implementation Requirements (see SWPPP Section 7.1.2); and, • Statewide Compliance Options incentivizing on-site or regional storm water capture and use as outlined in General Permit Attachment I. The 2018 amendments offer two additional capture and use compliance options: 1. The onsite compliance option which involves onsite storage and infiltration with no ground water impacts;7 or 2. The offsite compliance option where a facility can come to an agreement or agreements with the local municipality or municipalities to “participate in the development, implementation, and operation of an off-site storm water capture and infiltration BMP.”8 A facility in compliance with either the onsite compliance option or the offsite compliance option and have the compliance option BMPs implemented and operational, as well as all being in compliance with all applicable requirements of the General Permit will be in compliance with the following sections of this General Permit: 1. Discharge Prohibitions, Section III.C. 2. Effluent Limitations, Section V.C; and 3.
