Foothill Landfill <br />Storm Water Pollution Prevention Plan <br /> <br /> <br /> <br />Page 71 <br />13.0 Statewide Compliance Options <br />On November 6, 2018, the State Water Board approved amendments (Amendment Order # <br />Order 2015-0122-DWQ) to the General Permit (Order 2014-0057-DWQ) to be effective as of <br />July 1, 2020. The amendments incorporated the following requirements: <br />• Federal Sufficiently Sensitive Test Method Ruling (see SWPPP Section 7.1.1). <br />• Total Maximum Daily Load (TMDL) Implementation Requirements (see SWPPP <br />Section 7.1.2); and, <br />• Statewide Compliance Options incentivizing on-site or regional storm water capture <br />and use as outlined in General Permit Attachment I. <br />The 2018 amendments offer two additional capture and use compliance options: <br />1. The onsite compliance option which involves onsite storage and infiltration with no <br />ground water impacts;7 or <br />2. The offsite compliance option where a facility can come to an agreement or agreements <br />with the local municipality or municipalities to “participate in the development, <br />implementation, and operation of an off-site storm water capture and infiltration <br />BMP.”8 <br />A facility in compliance with either the onsite compliance option or the offsite compliance <br />option and have the compliance option BMPs implemented and operational, as well as all being <br />in compliance with all applicable requirements of the General Permit will be in compliance <br />with the following sections of this General Permit: <br />1. Discharge Prohibitions, Section III.C. <br />2. Effluent Limitations, Section V.C; and <br />3.
