<br /> <br />SAMPLING PROCEDURES <br /> <br />1. Obtain a copy of the chain of custody included in the SWPPP. <br />2. Locate the sample containers and ice chest provided to the San Joaquin County Foothill <br />Landfill by the laboratory. See Monitoring Implementation Plan Section 4.2.5 for the <br />laboratory and contact name. Contact the laboratory for sample pick up or make <br />arrangements for the samples to be delivered, either by overnight shipment or delivery by <br />facility staff. <br />3. Use only an empty, unused collection container to retrieve storm water from the sample <br />location and then fill the individual analysis sample containers provided by the laboratory <br />to return the samples to the laboratory for analysis. The use of any other sample containers <br />returned to the laboratory for analysis may not provide the adequate sample volume or <br />preservative needed for accurate or uncontaminated sample results. <br />4. To prevent contamination of the sample, do not touch or put anything into the sample <br />containers before collecting storm water samples. Wearing gloves during the sampling <br />also helps to prevent contamination of the samples. <br />5. The pH screen shall be performed as soon as practicable, but no later than 15 minutes <br />after the sample is collected. <br />6. Facilities subject to Subchapter N ELGs (such as the Foothill Landfill) shall analyze <br />samples for pH using a calibrated portable instrument for pH. <br />7. Facilities that enter Level 1 status for pH shall, in the subsequent reporting years, analyze <br />for pH using a calibrated portable instrument for pH. <br />8. Facilities using a calibrated portable instrument for pH shall ensure that all field <br />measurements are conducted in accordance with the accompanying manufacturer’s <br />instructions. <br />9. Do not overfill the sample containers. Generally, the volatile organic analysis vials <br />(VOA’s) need to be filled without any air bubbles and the other liter containers must be <br />filled to at least ¾ full. Fill oil and grease samples directly into the sampling container <br />without the use of an intermediary collection device. <br />10. Tightly screw the cap of each sample container without stripping the threads of the cap. <br />11. Complete and attach a label to each sample containers. The label shall identify the date <br />and time of the sample collection, the person taking the sample, and the sample collection <br />location or discharge point. The label should also identify any sample containers that have <br />been preserved or contain preservative. It is recommended to use a permanent marker or <br />computer-generated labels. <br />12. Carefully pack sample containers into an ice chest (the laboratory should provide one for <br />the Facility’s use) or refrigerator. Sample should be kept at as close to 4 degrees Celsius <br />(39 degrees F) as possible until arriving at the laboratory. Do not freeze the samples unless <br />instructed to do so by the laboratory. <br />13. Complete the chain of custody (See Appendix G for a copy of the Chain of Custody and <br />instructions.). <br />14. Before shipping, pack sample containers to prevent breakage during shipment (use bubble <br />wrap, or sample holders provided to the facility by the laboratory) Place ice or frozen ice
