2025 Annual Corrective Action Evaluation Report <br /> <br />www.arcadis.com <br />Forward Landfill 2025 Annual CA Eval Rpt_08012025(1) 5 <br />5 Corrective Action Operation and Maintenance <br />In accordance with the 2024 MRP Section E.10 (a) (RWQCB 2024), this section discusses the landfill cover and <br />the landfill gas monitoring system and extraction well network. This section also discusses groundwater treatment <br />operation at the site. <br />5.1 Condition of Landfill Cover <br />In accordance with the 2024 MRP Section E.10 (a)(vi) (RWQCB 2024), this section discusses the landfill cover <br />and any performance issues during the reporting period. <br />During the reporting period, the San Joaquin County Environmental Health Department (SJCEHD) performed <br />monthly inspections at the Site. No leachate seeps were reported during the reporting period. Minor erosional <br />issues were addressed by placement and compaction of soil material during the time of inspection. The <br />SJCEHD and RWQCB issued the following notices of violation (NOVs) during the reporting period regarding <br />cover-related concerns: <br /> During third quarter 2024, the SJCEHD issued one NOV related to the landfill cover during the August 27, <br />2024, inspection regarding the presence of an erosion channel and exposed waste observed on the slope <br />west of the active face. In the notes of the following September 24, 2024, inspection, it was documented that <br />the violation for drainage and erosion control had been corrected. <br /> During fourth quarter 2024, the SJCEHD issued one NOV related to the landfill cover during the November <br />19, 2024, inspection for exposed glass on the northern portion of waste management unit (WMU) FU-08. <br />Corrective actions were completed before the December 31, 2024, inspection. The SJCEHD issued a second <br />NOV during the December 31, 2024, inspection for no cover placed on the southern slope. Corrective actions <br />were completed before the January 24, 2025 inspection. In addition, the RWQCB issued one NOV related to <br />the landfill cover on December 11, 2024, regarding incomplete winterization and application of alternate daily <br />cover on exterior side slopes of the landfill, which drain to the sedimentation basins and surface water (i.e., <br />Little John’s Creek). Corrective actions were completed in December 2024. <br /> During first quarter 2025, the SJCEHD issued three NOVs related to the landfill cover during the January 24, <br />2025, inspection for daylighting, improper cover of disposed solid waste, and uncovered bags of asbestos. <br />Corrective action for each violation was completed before the February 21 or March 20, 2025, inspection. <br />Additionally, the SJCEHD issued an NOV related to the landfill cover during the February 21, 2025, inspection <br />regarding exposed waste observed on the eastern slope of WMU FU-19 and a continuation of the NOV for <br />improper cover of disposed solid waste. Corrective actions for both NOVs were completed before the March <br />20, 2025, inspection. <br /> During second quarter 2025, the SJCEHD issued one NOV related to the landfill cover during the April 28, <br />2025, inspection regarding the presence of erosion channels and exposed waste observed on the northern <br />slope of WMU-FU19. Corrective actions were completed before the May 28, 2025, inspection. <br />All NOVs issued were resolved in a timely manner and there are no outstanding violations at the Site regarding <br />the landfill cover.
