2025 Annual Corrective Action Evaluation Report <br /> <br />www.arcadis.com <br />Forward Landfill 2025 Annual CA Eval Rpt_08012025(1) 10 <br />7.2 General Site Summary <br />Additional site evaluations during the reporting period are as follows: <br /> As detailed in Section 5.1, NOVs related to the landfill cover were issued during the reporting period by <br />SJCEHD and RWQCB. The violations were resolved in a timely manner, and there are no outstanding <br />violations at the Site with regard to landfill cover. <br /> Given the general lack of detectable methane above 1 percent in the Title 27 perimeter landfill gas probes <br />during the reporting period, the GCCS continues to operate effectively. <br /> As detailed in Section 6, COC concentration trends and the most recent data indicate the highest <br />concentrations of PCE, TCE, carbon tetrachloride, and chloroform are located on the offsite CDCR property <br />centered around well AMW-22S. There is an additional plume with lower concentrations of PCE and TCE at <br />the landfill centered around well AMW-63. Recurring concentrations of cis-1,2-DCE are located on the Site, <br />with the highest concentrations centered around well AMW-56. The TVOC 1 µg/L concentration plume that <br />has the largest area at the Site is likely comprised of VOCs from both onsite and offsite sources. <br />8 Conclusions <br />During the reporting period, the Evaluation Procedures Report (Herst 2002) criteria were met, indicating that the <br />existing corrective actions throughout the Site have been generally effective. The landfill GCCS operated <br />effectively throughout the reporting period. <br />The groundwater monitoring well network was expanded, particularly on the CDCR facility. The individual COC <br />concentrations and TVOC concentrations were assessed, with the highest TVOC concentrations indicated on the <br />CDCR property. An additional remedial corrective action measure is being planned for this area, which will include <br />the installation of a groundwater treatment system to control this offsite plume by groundwater extraction. <br />The Site NOVs related to the landfill cover during the reporting period were resolved in a timely manner, and there <br />are no outstanding violations at the Site with regard to landfill cover. <br />9 References <br />Arcadis. 2024a.
