2025 Annual Corrective Action Evaluation Report <br /> <br />www.arcadis.com <br />Forward Landfill 2025 Annual CA Eval Rpt_08012025(1) 1 <br />1 Introduction <br />On behalf of Forward, Inc. (Forward), Arcadis U.S., Inc. (Arcadis) has prepared this Annual Corrective Action <br />Evaluation Report for the Forward Landfill (Site), located at 9999 South Austin Road, San Joaquin County, <br />California. This report has been prepared in accordance with Section E.10 of the Monitoring and Reporting <br />Program (MRP) specified in the Forward Landfill Waste Discharge Requirements (WDRs) set forth in the Central <br />Valley Regional Water Quality Control Board (RWQCB) Order No. R5-2024-0002 (RWQCB 2024). The WDR and <br />MRP Order No. R5-2024-0002 (superseding Order No. R5-2014-0006 [RWQCB 2014]) was finalized on February <br />16, 2024. <br />On February 26, 2002, Forward submitted the Evaluation Procedures for Proposed Corrective Action at Austin <br />Road Landfill, Addendum to May 2001 Engineering Feasibility Study (Revised August 2001) (Evaluation <br />Procedures Report; Herst & Associates [Herst] 2002). The Evaluation Procedures Report describes procedures <br />for evaluating the effectiveness of groundwater corrective action measures at the Austin Road Unit of the Site. <br />Since the submittal of the Evaluation Procedures Report, and in accordance with the 2024 MRP, Forward no <br />longer divides the Site into units while reporting. Therefore, this report includes all wells monitored at the Site. The <br />RWQCB later incorporated these procedures into Section B.5 of the 2014 MRP (R5-2014-0006) and then into <br />Section E.10 of the 2024 MRP (R5-2024-0002). This report evaluates the effectiveness of corrective action <br />measures through comparing groundwater monitoring results and total volatile organic compound (TVOC) <br />concentrations temporally and spatially. <br />2 Corrective Actions <br />Corrective action measures implemented at the Site to date include leachate collection systems and landfill cells, <br />landfill gas management, point of compliance (POC) groundwater capture and treatment, residential groundwater <br />treatment systems, and an artificial groundwater recharge basin. <br />The objective of each corrective action measure is detailed below: <br /> Leachate collection systems and landfill cells: Located over the former unlined cell of the Austin Road Unit, <br />this component has created a hydraulic cap to prevent further water percolation through the unlined cell. <br /> Landfill gas management: Landfill gas is managed through a landfill gas collection system, which reduces the <br />release of volatile organic compounds (VOCs) from landfill gas into groundwater underlying the Landfill. <br /> POC groundwater capture and treatment: <br />o Groundwater recovery wells were installed at the POC to capture groundwater and prevent the release of <br />groundwater impacts from the Site to hydraulically downgradient areas. Downgradient wells screened in <br />the shallow and intermediate groundwater zones, located hydraulically downgradient of the recovery well <br />capture zones, have been added to confirm VOC capture at the POC and creation of a clean water front <br />downgradient of the POC. <br />o Currently, extracted groundwater is treated by two 10,000-pound granular activated carbon vessels, <br />which were installed in January 2020.
