Called back obtained UP spill information for 5 gallons of diesel on pavement. REL number is 2018-08-24-321-JMR, 888-877-7267. Was transferred to UP dispatch by general hospital, spoke to Andrea, was vetted in. A refrigerated container number is WERZ27962. She reported that the leak was ongoing initially, then another updated report came that the leak was stopped. No waterways were impacted, the spill occurred on the tracks inside the intermodal yard. Andrea transferred me to Paul Holt, Paul reported that NRC will be dispatched to go out there, no responsible party yet, but he will provide it by Monday. No ETA yet he will find out and let me know. 8:52 pm, received a text from 916-540-0496, Paul reported ETA for NRC 1-1.5 hours. Received two pictures from Paul showing the spill. Asked how long they anticipate the clean up will take. 8:57 pm, received a response back, Paul reported that no containers have to be unloaded, they will wipe down the car, sweep up the absorbent and drum the waste. 9:03 pm, received info for the NRC, Joe Mcguffin 510-227-0879 will be in charge of the clean up. 9:12 pm, called Joe, discussed the clean up and the ETA. 08/24/2018 11:18 pm-12 am: field response PE 2546 MANZO 42 min SC 978 08/25/2018 12 am -2:18 am: field response continuation PE 2546 MANZO 138 min SC 978 11: 15 pm: Sent a text message to Joe Mcguffin asking if midnight is appropriate ETA for me to arrive to observe the clean up. Received a confirmation text from Joe that it was. Responded that I will arrive around midnight. 11:58 pm arrived onsite, checked in with the guard station. Was escorted to the spill location on the tracks. Met with NRC clean up crew. Absorbent was applied to paved areas of the spill, waste absorbent was drummed. Some darker staining was still visible and the container which was sprayed with diesel was not wiped down yet. Additional absorbent was applied to the ground and the container was cleaned. The refrigerated unit was moved to the crane area, it was not addressed on arrival. Stayed onsite to observe the remaining clean up. Documented the complaint. Prepared Prop 65. No responsible party information was available at this time, as such the notice to abate will be provided to Paul Holt on Monday when this information becomes available. Deferred complaint number generation as well to when this information is available. (-1:45 am left the site) 11:15 pm-2:15 pm (180 minutes) total 08/27/2018 Printed Prop 65, gave to Ester. Prepared a notice to abate for PE 2546 MANZO 66 min the remaining waste disposal, emailed to Tabetha Tomlinson SC 544 <ttomlinson@werner.com>; Paul Holt<pholt@up.com>; McGuffin, Joseph <jmcguffin@nrcc.com> with a brief summary of what is still needed. 11/05/2018 Reviewed the complaint. Emailed Tabetha Tomlinson <ttomlinson@werner.com>; PE 2546 MANZO 30 min McGuffin, Joseph <jmcguffin@nrcc.com>; Paul Holt <pholt@up.com> asking for SC 544 copies of disposal records. Received a response from Tabetha indicating that she can't obtain disposal information, emailed her back indicating that I will need it in order to abate her complaint.
