Mike Algots MURO <br /> reported: <br /> -The load consisted of 55-gallon drums containing metalworking lubricant which is <br /> DOT classified as non-hazardous <br /> -The previously reported 3 drops of clear liquid was determined to be <br /> metalworking lubricant <br /> -The amount released was observed to be '/cup of metalworking lubricant <br /> -Mike Algots is uncertain when cleanup will be completed since the 55-gallon <br /> drums will have to be offloaded. If the drums are secured on pallets, offloading will <br /> be faster. If not secured, it will take longer as they will have to be offloaded one by <br /> one. <br /> -Mike Algots asked that I call Derek Smith, Patriot Environmental Services <br /> Manager, cell phone: (916) 347-8724. Derek Smith will provide information on <br /> cleanup. <br /> 6:41 PM Updated Muniappa Naidu <br /> 6:46 PM Called Derek Smith to let him know I will not be going to the site to verify <br /> cleanup. I asked him to provide photos of spill area after cleanup and hazardous <br /> waste shipping records to my email at cmuro@sjgov.org. <br /> 7:56 PM Mike sent photos to ER phone of pH test strips indicating between 6-8 pH <br /> for material, damaged drum, and initial release. Updated amount of total release <br /> to 5 gallons inside the railcar with approximately 1/2 cup releasing to the asphalt. <br /> The cause was due to a damaged 55-gallon drum that appears to have rubbed <br /> against a tote cage. Patriot will over pack the drum and reload it along with other <br /> drums and totes, then correctly block and brace the load. One drum will be <br /> generated and managed by Patriot Environmental. All waste associated with <br /> cleanup was determined to be Hazardous Waste and will be labeled as hazardous <br /> waste and left on site at 1000 E Roth Rd until the Responsible party Alliance <br /> Shippers Inc can contract a hazardous waste hauler to pick it up for proper <br /> hazardous waste disposal. The 3 drops of clear <br /> unknown liquid was updated to 5 gallons of Non-Hazardous substance <br /> (metalworking lubricant). <br /> 8:17 PM Received Page from SJ Hospital; I called 209-468-6000 to confirm that I <br /> received the OES Spill Report. <br /> 02/26/2020 3:00 PM Received Cal OES Spill Report#20-1121. Per caller, a driver saw three MURO <br /> drops of an unknown clear liquid from a non-hazardous load of dry goods at Union <br /> Pacific Railroad(UPRR), 1000 Roth Rd., French Camp, CA 95231. <br /> -No impact to water. <br /> -No Injuries. <br /> -No Evacuation. <br /> -Contractor to perform cleanup. <br /> 3:11 PM Called Ariel Grover from Union Pacific Railroad (UPRR), (888) 877-7267 <br /> to confirm Cal OES information. <br /> -UPRR contracted Patriot Environmental Services for cleanup <br /> -Patriot Environmental Services was estimated to arrive at UPRR yard at 1000 <br /> Roth Rd in two hours. <br /> -UPRR Hazmat Manager is Mike Algots; his phone number is (916) 789-5241 <br /> -Responsible Party unknown at this time. <br /> Discussed spill informaiton with Muniappa Naidu and Elena Manzo. <br /> 5105.rpt Page 2 of 4 <br />
